摘要: | 101年8月行政院院長核定將智慧電網列入「國家節能減碳總計畫」標竿計畫,由經濟部會同行政院國家科學委員會、行政院原子能委員會、行政院經濟建設委員會、行政院科技會報辦公室、行政院經濟能源農業處、台灣電力股份有限公司及經濟部所屬機關,共組跨部會「智慧電網推動小組」,全力推動智慧電網(Smart Grid)。智慧電網主軸專案計畫總計畫的目的在有效整合台灣智慧電網與讀表相關之研發資源,針對上述電力系統與產業面臨挑戰,擬定整體發展策略與進行方式。 智慧電網主軸中心第二期將以澎湖智慧電網整體示範計畫、需量反應及分散式電源與儲能之系統整合應用計畫為平台,配合台灣電力公司、地方政府智慧電網相關技術需求及建置時程,除繼續開發涵蓋用戶、配電到輸電端之新設備與系統技術外,並針對第一期所開發之技術進行技術驗證。由設備與系統技術開發經標準制定到技術商品化,再由商品之整合測試驗證與示範到智慧電網全面佈建,持續進行智慧電網之節能控制與整合系統開發、先進讀表基礎建設加值服務與整合技術、自主式分散型區域電力控管技術發展與應用、獨立型微電網系統發展、電動車電能補充管理策略研究、大功率併網型轉換器開發、輸配電系統電力品質提升與代輸技術之發展及運轉規劃、智慧輸電廣域量測與控制關鍵技術與系統研發等新技術開發,並推動智慧電網標準制定與智慧電網產業等工作。 本計畫將於107年度執行智慧電網主軸中心計畫辦公室及綠能科技產業推動中心之智慧能源整合相關任務,依據第二期能源國家型科技計畫指導委員會核定智慧電網主軸專案計畫構想書與最終核定之智慧電網主軸專案計畫細部計畫書及協助綠能科技產業推動中心研發處所規劃之系統整合創新技術發展-智慧電網的佈局與應用及藍圖規劃,進行智慧電網主軸專案計畫下之台灣未來智慧電力網路規劃、計畫考核、主要績效指標(KPI)規劃與分析、經濟效益分析、國際交流合作、辦理國際技術研討會、相關標準規範推動協調等工作。智慧電網主軸辦公室已與日本Open ADR Association、横浜市虛擬電廠實證計畫、阿姆斯特丹智慧城市辦公室、芬蘭工業技術研研究院(VTT)、德國EWE電力公司、中國大陸的中國電機工程學會、中國電力科學研究院等組織建立定期溝通管道,並已與砂勞越電力等東南亞數國之電力公司建立合作管道。本計畫目前正積極進行雙邊技術與國際交流合作,以利台灣智慧電網技術之輸出與產業之推動。 ;Smart Grid has been approved by the Premier of Executive Yuan as one of the landmark project of “Master plan of energy conservation and carbon mitigation”. Ministry of Economic Affairs along with 7 other departments and agencies, which include The National Science Council, Atomic Energy Council, Council for Economic Planning and Development, Board of Science and Technology Office of Executive Yuan, Department of economic energy and agriculture of Executive Yuan, Taiwan Power Company and Affiliated Agencies of Ministry of Economic Affairs will form a “Smart Grid Promotion Team”, to promote Smart Grid in full force.The purpose of the Smart Grid General Project is to integrate the related research and development resources of smart grid and advanced metering infrastructure (AMI) in Taiwan effectively. In the second phase, from 2014 to 2018, it will not only transfer the technologies developed in the first phase to industry, but also cooperate with the installation of AMI to complete the introduction of electric power management mechanism such as time-of-use and real time pricing, and collaborate with the project of power distribution launching by Taiwan Power Company (TPC) to gradually promote the research results of microgrid and ADAS to TPC’s system, and to popularize the power management of smart home and construction. The developed platforms in second phase will be smart grid demonstration site in Penghu archipelago and virtual power plant demonstration site in Taiwan. Moreover, the developed strategy is from the development of products and systems to the establishment of smart grid standards and promotion of the smart grid inductries and finally to the products verifications and demonstration. The development objectives includes energy saving technologies, integration and enhancement of AMI, energy management of distributed energy resources, islanding operation of microgrid, strategic charging station management for electric vehicle, high power grid-connected converters, power quality improvement techniques for electric power transmission system, key technologies of wide-area measurement system (WAMS). This project will carry out the duties of the office of smart grid according to the smart grid general project ratified by committee, Ministry of Science and Technology (MOST) and Smart Energy Integration Project of Green Energy Industry Promotion Center in 2018. This office will work on the planning of Taiwan’s future smart power grid, the implementation and analysis of Key Performance Index (KPI), analysis of economic benefits, international cooperation, international techniques conference, and coordination of related standards and norms, strategic planning and related administration. In addition, Smart Grid Focus Center has established a regular communication platform with Japan’s Open ADR Association, Yokohama VPP Demonstration Amsterdam Smart City Office, Finland’s Technical Research Centre of Finland (VTT), German DSO EWE, China’s The Chinese Institute of Electrical Engineering and China Electric Power Research Institute. This focus center also established the cooperation platform with multiple electric utilities such as Sarawak Energy in Southeast Asia. In order to promote the export of smart grid technologies and industries, this project is now actively conducting bilateral cooperation and international exchange cooperation of smart grid technologies. |
