    題名: 以支持向量回歸及生命週期成本分析探討臺灣於市區道路整體環境之管理

    摘要: 市區道路整體環境管理為我國現今最重視之議題,本研究主要目的如下:1.藉由內政部營建署近十年實際作為分數變化來了解各縣市對於整體環境的表現,針對表現較差的項目進行探討,進而提出改善之方式。2. 以因素分析(Factor analysis)進行考評項目的歸類,並探究從未被歸類的項目,並以支持向量回歸(Support vector regression)探討經費、淨寬及坡度等量化因子對於市區道路整體環境之影響,進而提出建議之考評方向使其更具鑑別度。3. 根據上述兩點的分析及探討,提出未來的考評方針,重新擬定考評分組、考評制度及方式,並給予整體改善之建議。本研究以支持向量回歸分析影響市區道路整體環境主要因子,其中驗證R2為0.82,表示養護經費是影響市區道路養護品質的主要因子。以民國105年的考評項目進行主成分分析,其結果顯示市區道路整體環境評估構面分為三大項,分別為人行環境平順及安全、道路整潔及排水設施與交通工程附屬設施,其中淨寬、淨高、植栽綠美化、道路鋪面表面平整與行人及自行車安全相關設施等因子被剃除,其主要原因可能各縣市在這幾項都表現優良或是無鑑別力。以臺北市進行個案研究,以美國聯邦公路局生命週期成本分析(LCCA)軟體分析,結果得知道路維修週期七年的養護總成本最低,就臺北市政府而言,每年至少要投入17億在道路養護上才能達到一定養護水準。最後,本研究建議長遠規劃目標以區塊方式進行,達到連續無礙之行走空間,並增加隨機取樣的樣本以呈現各縣市政府平時對於整體環境的準備程度,希望藉此使民眾對於政府的用心更有感,也能成為台灣之特色。;Assessment and improvement of the urban road is a very important issue for Taiwan in recent year. The main objective of this study is as follows. The first one is the analysis of the past ten-year rating data of Construction and Planning Agency, Ministry of Interior (CPAMI), the second one is reduction the evaluation parameter number of rating item using factor analysis. The last one is exploring the most import parameter to influence the rating score using Support Vector Regression (SVR) and give several total recommendations to the rating system of CPAMI. This study adopted SVR to find out significant factors. As a result, showed the budget was the major significant factor in urban road maintenance quality and R2 of the budget is up to 0.82. This study result used three groups of the urban road environment from Principal components analysis (PCA) in 2016, which was pedestrian environment safety and smooth; road pavement clean and drain facility; and traffic engineering and facility. The results of PCA show the clear width, clear height, landscaping plants planting, flatness of pavement surface and pedestrian and bicycle facility were withdrawn, and the meaning may be those parameters were not significantly influence the final score. The life cycle cost analysis was also adapted to analysis the local government road maintenance budget, and the Taipei city was taken as a sample. It showed that Taipei City Hall should spend more seventeen billion NTD for road maintenance per year to keep the maintenance performance. At last, this study proposes that the long-term planning objectives should be carried out in a street block to achieve continuous and accessible human walking space. The study also suggests increasing the random sampling numbers to present the local government′s effort on it. The final goal of this study is increasing people awareness about the Taiwan government’s effort and investment in infrastructure.
