隨著行動裝置的技術不斷進步及通訊網路的蓬勃發展,行動裝置能解決生活中各項需求。人們習慣現金、信用卡、電子票證等交易支付工具,在交易中以不同方式進行收、付款。行動支付即屬於傳統支付工具依附在行動裝置上的一種新興模式。台灣以2018年為「行動支付元年」,政府提出電子化支付在2025年達到交易總額90%的目標,讓許多行動支付品牌如雨後春筍般的湧現,使消費者與商家有眾多使用選擇。各種不同領域產業的加入,如何經由利益關係人網絡,突破約四成的普及率帶動晚期大眾族群係當前需努力的目標。而交易過程中,必須經過金融體系的中介,惟如何在新興金融模式中跟上趨勢及保留原有客群,是金融機構面臨的挑戰。本研究以社會技術系統之觀點,從社會、技術與環境角度探討並釐清目前行動支付產業中較具代表性業者與利益關係人網絡之互動關係。分析結果發覺對業者而言,不論是與消費者、商家或金融機構之互動,政府的政策力量及法規限制均對其產生影響。最後,藉由本研究研究結論提出對台灣發展行動支付產業的具體建議,以利實務應用與後續發展參考;With the continuous advancement of mobile device technology and the rapid development of communication networks, mobile devices can solve various needs in life. People are accustomed to cash, credit cards, electronic ticket and other transaction payment tools, using different ways to receive and pay. Mobile payment is an emerging model in which traditional payment instruments are attached to mobile devices. Since 2018, "first year of mobile payment" in Taiwan. The government hope to reach 90% of the total transaction amount with electronic payments in 2025. Many mobile payment brands have sprung up, making consumers and stores have many choices. The participation of various industries, how to break through the penetration rate of about 40% with a web of stakeholder, will drive the current goal of the late majority. It is necessary to go through with financial system in the transaction process, how to keep up with the trend and retain the original customer group is an issue for financial institutions. Based on the perspective of social-technical systems, this study explores the interaction between the more representative operators and stakeholders in the current mobile payment industry from a social, technical and environmental perspective. In conclusion, whether it is interaction with consumers, businesses or financial institutions, the government′s policy and legal restrictions have impact on it. Finally, this study proposes the specific recommendations of Taiwan′s development of the mobile payment industry to facilitate practical application and subsequent development.
