    題名: 巨額工程採購最有利標評選之研究:風險合理化之觀點

    摘要: 本研究使用供應商評選理論,並透過德菲法蒐集影響「最有利標」成功運作因素之問卷填答,然後以AHP法來決定影響「最有利標」影響因子之權重,借以理解將巨額工程採購採「最有利標」將風險合理化之重要因子。研究結果顯示:在巨額工程最有利標降低風險之目的達成四個構面重要性當中,以認定是否為異質採購構面最為重要,比重為0.287;其次為評選委員會構面,比重為0.272;第三為承辦組織與人員構面,比重為0.232;第四為評選項目構面,比重為0.209。在次構面重要性當中,認定是否為異質採購構面裡最被重視的為:異質採購特性,比重為0.534。評選委員會之組織構面裡最被重視為:名單事前保密,比重為0.363。評選項目構面裡最被重視為:性能,比重為0.335。承辦組織與人員構面裡最被重視為:人員之工程專業性,比重為0.354。在15項次構面進行的權重排序,當中,評選項目構面的性能為最高,其次為評選委員會之組織構面的名單事前保密,再者為認定是否為異質採購構面的異質採購特性,接著是評選項目構面的履約能力,以及承辦組織與人員構面的人員之工程專業性。最低的三項則是評選項目構面的簡報、認定是否為異質採購構面的性能/價格比,以及評選委員會之組織構面的人數。最後,作者也以資料分析結果提出相關的實務建議。;This study uses the supplier selection theory and collects questionnaires that affect the successful operation of the "most advantageous tender" through the Duffy method. Then, the AHP method is used to determine the weight of the impact factor affecting the "best favorable target", so as to understand the critical factors in rationalizing the risks in huge projects adopting the most advantageous tender. The results of the study show that among the four most important aspects of the risk reduction in the huge projects adopting the most advantageous tender, it is most important to determine whether it is a procurement of different quality with a weight of 0.287; the second is the selection committee, with a weight of 0.272; and the third is the aspect of the organizing unit and personnel with a weight of 0.232. Among the sub-surface importance, the characteristic of the procurement of different quality is considered to be the most important part in the procurement of different quality, with a weight of 0.534. A confidential list beforehand is valued most in the organizational structure of the selection committee, with a weight of 0.363. The most important aspect of the criteria in the selection is performance, with a weight of 0.335. The engineering professionalism of personnel is considered to be most valuable in the aspect of the organizing unit and personnel, with a weight of 0.354. Among the weighted rankings of the 15 sub-levels, the performance is the highest among the criteria of selection, followed by the confidentiality of the organization of the selection committee’s list, whether it is considered to be the procurement of different quality’s characteristics, the ability of contractual capacity in the criteria of selections, and the engineering expertise of the organizing unit and personnel. The lowest three are the briefings for the criteria of selections, whether it is a performance/price ratio of the procurement of different quality, and the number of people in the committee of selections. Finally, the author
    also puts forward relevant practical suggestions based on the results of the data analysis.
