    摘要: 在全球極端氣候的影響下,台灣的氣候與環境也造成不同類型的災害發生,因此對於河川流域需要進行全災型的災害風險評估與管理,本整合型研究以不同面向角度,對於災害風險中建立體制創新、風險溝通與公民決策,也針對資源永續及社區韌性進行整體研究。在全災型災害風險管理策略分為規劃、執行與管制三個方面,規劃依序進行風險作用機制及人類管理作為分析、災害風險評估、災害風險感知調查與溝通及災害風險溝通與管理策略研擬,執行的部分則為風險溝通與管理執行方法之發展,在管制方面建立追蹤、監督、回報機制系統,整體氣候與環境變遷下河川流域全災型災害風險評估與管理包含大氣、土地與水環境之變遷,將各層面不同影響因子綜合探討,對於未來環境變遷能有預防危害之管理作為,或是能減輕災害之管理作為、回復或調適之管理作為,讓人類社會與經濟發展之變化所造成地表、地形、降雨、氣溫、空氣等大氣、土地與水環境的變遷能以全面性的考量,並藉由參與全球性的討論,在全球性的知識共同合作平台,接軌國際合作,與國外進行大型跨國性的研究討論,對未來地球自然資源應用,以更具體的行動提出對未來國家人類福祉有益的管理及治理方法。 ;Under the effects of global extreme climate, the Taiwan has been suffered different types of natural disaster. Therefore, it is necessary to carry out disaster risk assessment and management for the basins. This integrated project tries to discuss above problem with integrating institutional innovation, risk communication, and citizen decision-making in disaster risk, with different perspectives. The project also implements to resource sustainability and resilience of the community as a whole. Disaster risk management in the whole disaster strategy can be divided into three aspects of planning, implementation and control. Planning for risk management and human management are as a tool for analysis, disaster risk assessment, disaster risk perception investigation, disaster risk communication and management strategy development. The acting plan includes risk communication and the development of the implementation. On the aspect of management, it includes tracking, monitoring and rewarding mechanisms. Overall, the risk assessment of a whole disaster basin under climate and environmental change are including the atmosphere, land and water environment changes, further to discuss their impact factors. The management of the future environmental change can be treated as a preventive effect, to reduce the disaster, even as the management of adaptation strategy. So that changes due to human society and economic development which caused by the surface, topography, rainfall, air temperature, air and other atmospheric, land and water environment changes can be a comprehensive consideration. Through participating in global discussions in the global knowledge of the common platform for cooperation, integration of international cooperation, we can further to implement a more large-scale international studies and discussions. To use the natural resources of the Earth, we wish not only to propose more solid actions in the future, but beneficial management and governance methods for humans.
