近年來在全球性政府再造的潮流下,政府運用經濟性政策工具資助非營利組織,無論在預算規模或政策領域皆明顯擴張。臺灣大多數地方族群型非營利組織的主要收入,也是來自於政府資助。本計畫的核心研究問題是:政府資助對於地方族群型非營利組織的角色與功能將產生何種影響?本計畫將運用資源依賴理論以及侍從主義的論點,設計一個政府資助影響地方族群型非營利組織之角色與功能的分析架構,並選擇桃園市中不同屬性、規模、設立期間的代表性客家社團,透過質性的經驗研究,深入探討政府資助對於客家社團在提供客家服務、激發創新作法等工具性角色,以及傳播客家價值、強化客家社會資本、提升公民參與、進行政策倡導等表達性角色上所形成的正面與負面的影響,並提出具體的族群政策建議與制度設計。本計畫將應用經驗研究的發現,進一步反思地方族群型非營利組織在族群政治與政策的影響之下,對於臺灣公民社會的生成和演化將產生何種正面的助益或負面的衝擊。 ;Under the trend of global government reengineering in recent years,governmental use of economic policy tools to fund non-profit organizations hasincreased significantly whether in budget size or policy scope. In Taiwan, themain income of local ethnic nonprofit organizations come from governmentfunding. In this study, the core research question is: How will government fundingimpact the roles and functions of local ethnic non-profit organizations? Based onthe arguments of resource dependency theory and clientelism, this studyconstructed an analytical framework to examine the impact of governmentfunding on the roles and functions of local ethnic nonprofit organizations.Representative Hakka associations with different attributes, scale and length ofestablishment in Taoyuan City were selected as study subjects. Throughqualitative empirical research, the positive and negative impact of governmentfunding for Hakka organizations to provide Hakka services, stimulate innovativetools and other instrumental roles, spread Hakka values, strengthen Hakka socialcapital, enhance citizen participation, conduct expression roles such as policyadvocacy were examined. Specific recommendations for ethnic policy andinstitutional designs were also proposed. Based on the findings of the empiricalresearch, the positive and negative impact of ethnic politics and policies on localethnic non-profit organizations were reflected. In addition, the positive andnegative impact on the generation and evolution of civil society in Taiwan werealso deliberated.
