自2014年來,臺北市政府致力於在臺北市發展公民參與。數年來取得了顯著的效果,但也產生了一些難以妥善解決的個案,三腳渡自行車道跨岸吊橋案便是其中之一。在公民方按照既定程序提出提案並在i-Voting投票獲得通過後,政府方面卻仍然拒絕執行提案,引發雙方的衝突。本研究將對三腳渡個案中的利害關係人以及政府、公民參與委員會方面進行焦點訪談及深度訪談,梳理案件的前後脈絡,指出案例的主要爭點以及其所反映的臺北市公民參制度的問題所在。研究發現:一、專業與民意間無法充分溝通;二、公民參與的具體規則制定不清晰;三、提案的管道自相矛盾;四、里長的參與程度過高;五、公民參與需要注意使用時機。最後,本研究根據研究發現,得出臺北市政府未能完全踐行公民參與理念目標以及臺北市公民對公民參與認識尚有不足的結論,並分別針對臺北市公民參與制度改善、公民參與委員會的調整以及未來公民參與人才的培力提出建議,以供後續的參考。;Since 2014, the Taipei City Government has been committed to developing citizen participation in Taipei City. Remarkable results have been achieved in the past few years, but there have also been some cases that are difficult to resolve properly. The Sanjiaodu bicycle lane cross-bridge suspension bridge case is one of them. After the citizen submitted the proposal in accordance with the established procedures and passed the i-Voting vote, the government still refused to implement the proposal, triggering a conflict between the two parties. This study will conduct focus interviews and in-depth interviews with the stakeholders in the Sanjiaodu case, as well as the government and the Citizen Participation Committee, sort out the context of the case, point out the main issues in the case, and reflect the problem lies in.The study found that: 1. The professional and public opinion cannot be fully communicated; 2. The specific rules for civic participation are not clear; 3. The channels of the proposal are contradictory; 4. The level of participation of the bureau chief is too high; 5. The civic participation needs attention. opportunity. Finally, based on the research findings, this study concludes that the Taipei City Government has not fully implemented the civic participation philosophy and the Taipei City’s understanding of civic participation is still insufficient. Adjustments and future citizen participation talents put forward suggestions for future reference.
