;The topic on users’ adoption of new technologies and their continuous use has received considerable attention and continued research by scholars. Herd effect has been employed to investigate the adoption behavior of new technologies. The effect is the behavior of individuals in a group acting collectively without centralized direction, and has a great impact on the stability and operational efficiency of the market. This study will develop an integrated herd effect model to examine the factors that foster the adopting behaviors. Survey will be conducted via questionnaires and structural equation model will be employed for the experimental analysis. The implementation of the plan will be divided into three years of dynamic data collection and model construction, followed by in-depth interviews with relevant case studies to understand related issues such as influencing factors and results, and explore the systematic relationship of the overall model. The results of this study will be able to provide some guidelines for governmental officers and industry managers to have a better understanding of adopting behavior of IT products.
