有關我國低放射性廢棄物處置之發展,經濟部已公告二處建議候選場址,台電公司參考國際間處置技術,依國內建議候選場址環境條件持續發展與精進各項處置技術。原能會放射性物料管理局做為放射性廢棄物安全管制機關,亦需同步提升低放處置設施之審驗技術能力,並且精進適合我國處置環境之技術規範,強化低放射性廢棄物處置的安全管制。爰此,本計畫將提出「110年低放廢棄物處置場封閉及場址特性之安全管制技術研究」,針對低放射性廢棄物處置設施安全管制要項及場址特性關鍵議題兩個主要方向,並以三個子計畫進行探討,包含處置場封閉後管制及安全要項、處置場址土壤及岩體變形區導水特性,以及場址現地應力量測影響因子等研究主題。透過國際低放最終處置技術與法規發展之研析,並探討我國環境地質條件與處置設計概念,提出適合我國低放處置安全管制要項之建議,協助安全主管機關精進審驗技術與管制法規,提升管制之量能。 ;For the development of low-level radioactive waste disposal in Taiwan, the Ministry of Economic Affairs has announced two proposed candidate sites. Taiwan Power Company refers to international disposal technologies and considers the environmental conditions of domestic proposed candidate sites to continue to develop and strengthen disposal technologies. As the radioactive waste safety control agency, the Fuel Cycle and Materials Administration needs to simultaneously improve the verification capabilities of low-level disposal facilities, and complete technical regulations to strengthen the safety control of low-level radioactive waste disposal. Therefore, this project proposes "Research on the safety control technology of low-level waste disposal site closure and site characteristics". The plan includes research topics such as the control and safety requirements after the disposal site is closed, the hydraulic characteristics of the soil and rock mass deformation area of the disposal site, and the influencing factors of in-situ stress measurement of the disposal site. The research results assist the safety authorities to complete the verification technology and control regulations.
