後備軍人輔導中心是一個緊密連結政府、國軍與地方的媒介，也可凝聚民眾與軍人的關係，達到軍民同心的理想狀態。
輔導中心掌管事務除了四大工作（組織、宣傳、安全、服務）與協助教育召集相關工作之外，在災害防救方面，輔導中心雖非第一線救援單位，卻可擔任嚮導與後援單位，這是因中心幹部們廣植鄉里的特性，可立即反映各地區狀況，並引導救災救難隊伍迅速抵達災害現場，展開救援任務。
輔導中心是國防戰力的無形力量，因廣布民間，可凝聚人力的動員與探查物力的動員，在戰時可立刻集結後備軍人與相關民間資源投入保家衛國的任務；而在目前承平之時，則可投入社會執行協助服務的工作，例如：在這三年新冠肺炎嚴重影響國人的健康與生活的時刻，後備軍人輔導中心接獲後備指揮部的派遣支援任務後，立即加入口罩國家隊，不分晝夜，協助廠商趕工製作口罩，待口罩生產數量無虞後，又立即投入疫苗接種站的相關協助服務，以保護國人安全為己任，真正成為實至名歸的全民國防志工。;The Reserve Counseling Center is a group of non-governmental organizations, non-profit organizations and volunteers, whose members are all veterans, and after participating in the reserve cadre training course, they can become members of the reserve military counseling centers in various townships and urban areas.
