中小企業所擁有的資源有限,借由委外生產的採購供應鏈是快速擴充生產線產,以滿足客戶需求,多元化暢通的採購供應鏈對中小企業是極其重要課題,回顧2019年底至2022年底近三年新型冠狀病毒疫情,讓全球化供應鏈面臨前所未有的挑戰,因新型冠狀病毒疫情爆發,各國採取封鎖、隔離、檢疫等機制,使得全球供應鏈斷鏈與不穩定。 而本論文探討目的旨在中小企業在面對新型冠狀病毒疫情爆發為滿足客戶,佈局採購供應鏈所造成影響,研究內容引用金屬欄杆配件製造業者(A公司)之委外生產採購供應鏈為探討對象,採用個案研究法,以A公司為例,其如何應對新型冠狀病毒疫情帶來的採購供應鏈斷鏈,面對台灣、中國與東南亞各地在新型冠狀病毒疫情時,提出具體重整組合,對新型冠狀病毒疫情期間的採購供應鏈進行探討與建議,以幫助企業在未來面對類似情況更加有效地應對供應鏈風險。 期盼本研究結果能協助金屬製造業者面臨突發事件,藉由以要因分析法/魚骨分析法(Fishbone Diagram)及參與觀察法為架構找出供應鏈活動的關鍵指標加以探討並分析區別問題的急迫性與非急迫性,遴選出較能契合滿足組織需求的採購供應鏈模式,快速恢復正常營運能力。;Small and medium-sized enterprises have limited resources. The procurement and supply chain of outsourcing production is to rapidly expand production lines to meet customer needs. A diversified and smooth procurement and supply chain is an extremely important issue for small and medium-sized enterprises. The three-year novel coronavirus epidemic has brought unprecedented challenges to the global supply chain. Due to the outbreak of the novel coronavirus, countries have adopted mechanisms such as blockade, isolation, and quarantine, making the global supply chain disconnected and unstable. The purpose of this paper is to discuss the impact of small and medium-sized enterprises on the layout of the procurement supply chain in order to satisfy customers in the face of the outbreak of the new coronavirus. The research content cites the outsourced production procurement supply chain of the metal railing accessories manufacturer (Company A) as a discussion Object, using the case study method, taking company A as an example, how does it deal with the broken procurement supply chain brought about by the new coronavirus epidemic, and when facing the new coronavirus epidemic in Taiwan, China and Southeast Asia, it proposes specific reorganization and combination, Discussions and suggestions on the procurement supply chain during the novel coronavirus epidemic will help companies deal with supply chain risks more effectively in similar situations in the future. It is hoped that the results of this study can help metal manufacturers to face emergencies, and discuss and analyze the difference by finding key indicators of supply chain activities based on factor analysis/fishbone analysis (Fishbone Diagram) and participant observation. According to the urgency and non-urgency, select a procurement supply chain model that is more suitable for meeting customer needs, and quickly restore normal operating capabilities.
