    摘要: 本研究旨在探討桃園地區埤塘政策與客家文化之間的關係,並提出相應的政策建
    議。研究背景基於埤塘在桃園地區歷史上的重要性以及其對客家文化的影響。隨著城
    市化和現代灌溉技術的發展,桃園地區的埤塘數量大幅減少、風華不再,但其文化和
    歷史價值仍具有豐富底蘊。本研究主要收集收集並分析桃園埤塘的現狀及其面臨的問
    題,探討埤塘對客家文化的影響,並提出埤塘再生利用的策略和政策建議,以供政府
    和民間組織參考。研究方法包括政策分析和質性訪談,範圍涵蓋大桃園地區的主要客
    家聚落。通過對相關文獻的回顧,研究梳理出埤塘文化歷史的脈絡,並探討政府政策
    對埤塘在物理和文化層面的影響。質性訪談選擇了對埤塘文化和歷史有深入了解的受
    訪者,包括政府官員、水利工程專家和學者。研究發現,桃園地區的埤塘隨著時代變
    遷逐漸減少,主要原因包括都市化進程加快、土地用途改變、現代灌溉技術的應用減
    少了對傳統埤塘的依賴,以及部分埤塘被廢棄或用於其他非農業用途。儘管如此,埤
    塘仍在客家文化中占有重要地位,不僅提供必要的灌溉水源,還成為客家文化傳承的
    一部分。保護和活化埤塘,不僅有助於文化傳承,也能實現環境保護的雙重目標。
    基於研究發現,本研究提出相關政策建議,包括加強對埤塘的保護,制定專門的保
    護和管理措施;推動埤塘的再生利用,結合現代需求,開發新的用途,如生態旅遊和
    環境教育;以及鼓勵社區參與埤塘保護和再生利用,提升公眾對埤塘文化價值的認
    識。;This study aims to explore the relationship between pond policies and Hakka culture in the
    Taoyuan area, and to propose corresponding policy recommendations. The background of the
    study is based on the historical importance of ponds in the Taoyuan area and their impact on
    Hakka culture. With urbanization and the development of modern irrigation technology, the
    number of ponds in the Taoyuan area has significantly decreased and their former glory has
    faded.
    However, their cultural and historical value remains profound. This study mainly collects
    and analyzes the current status of ponds in Taoyuan and the problems they face, explores the
    impact of ponds on Hakka culture, and proposes strategies and policy recommendations for
    the regeneration and utilization of ponds for reference by the government and civil
    organizations.
    The research methods include policy analysis and qualitative interviews, covering the main
    Hakka settlements in the Greater Taoyuan area. Through a review of relevant literature, the
    study outlines the historical context of pond culture and explores the impact of government
    policies on the physical and cultural aspects of ponds. Qualitative interviews were conducted
    with respondents who have in-depth knowledge of pond culture and history, including
    government officials, water conservancy experts, and scholars.

    The study found that the number of ponds in the Taoyuan area has gradually decreased over
    time, mainly due to the accelerated process of urbanization, changes in land use, the
    application of modern irrigation technology which reduced reliance on traditional ponds, and
    the abandonment or use of some ponds for non-agricultural purposes. Despite this, ponds still
    hold an important place in Hakka culture, providing necessary irrigation water and becoming
    a part of Hakka cultural heritage. Protecting and revitalizing ponds not only helps in cultural
    heritage preservation but also achieves the dual goals of environmental protection.
    Based on the findings, the study proposes relevant policy recommendations, including
    strengthening the protection of ponds, formulating special protection and management
    measures; promoting the regeneration and utilization of ponds, integrating modern needs, and
    developing new uses such as eco-tourism and environmental education; and encouraging
    community participation in the protection and regeneration of ponds, enhancing public
    awareness of the cultural value of ponds.
