    Title: 從人口超高齡趨勢看強化勞工新制 退休金之提撥與退休金投資自選平台探討

    Abstract: 全球人口老化加劇,且人類的平均餘命持續延長,未來高齡人口的經濟安全成為一項重大挑戰。本論文透過問卷調查,針對勞工進行分析,主要發現為退休金帳戶之投資操作方面,大部分勞工希望對退休金帳戶的投資操作擁有全部或部分掌控權;退休金投資標的的多樣化有助於提高勞工自行增加提撥退休金的意願。
    本研究參考私校退撫儲金的自選平台邏輯,分析勞工在選擇退休金投資標的及其投資屬性的結果,發現選擇與匹配的相符比率相似。進一步根據職業類別及投資屬性,交叉分析勞工對新制勞工退休金的滿意度,以及在提供台灣公開發行之個股、ETF、共同基金及機器人理財作為自選投資工具時,勞工的自行增加提撥意願。
    主要發現為勞工自行準備退休金的觀念,有78.85%的受訪者認同需自行準備退休金(其中勞退新制受訪者為79.52%),觀察受訪者投資商品持有情況,37.83%無退休金規劃準備的受訪者,持有存款以外的投資商品;58.53%有退休金規劃準備的受訪者,持有存款以外的投資商品,其中股票/國外基金/ETF/投資型保單的持有比例最高。這些結果顯示,勞工對於退休金的自主掌控和多樣化投資工具的選擇具有較高需求,並且多數勞工已經意識到退休金準備的重要性並進行相應的投資。
    高齡長壽使新制勞工將面對85歲後年金歸零狀態,87.36%受訪者(新制勞工86.68%)認為達到平均餘命之後可能領不到退休金,而延壽年金保險空有制度而無實際承辦單位,加重國家經濟負面影響已進入最後倒數計時。
    ;The global population is aging, and human life expectancy continues to increase. The economic security of the elderly population in the future is crucial for preventing various social issues. This paper analyzes the largest demographic group, the labor force, through a questionnaire survey. The main finding is the desire for investment Control in Pension Accounts. Most workers desire full or partial control over the investment operations of their pension accounts. Diversification of Investment is beneficial in encouraging workers to increase their pension contributions voluntarily.
    This study references the investment platform logic of private school retirement funds, analyzing the alignment between workers′ choices of pension investment targets and their investment attributes. The results show a similar matching ratio. Further cross-analysis based on occupational categories and investment attributes examines workers′ satisfaction with the new labor pension scheme and their willingness to increase contributions when provided with self-selected investment tools such as publicly issued stocks, ETFs, mutual funds, and robo-advisors in Taiwan. Key Findings include awareness of independent pension preparations. 78.85% of respondents recognize the need to prepare their pension (79.52% for those under the new labor pension scheme).In the observation of investment product holders,37.83% of respondents without pension planning hold investment products other than savings, while 58.53% of respondents with pension planning hold investment products other than savings. The highest proportion of those with investment experience is in the stocks/foreign funds/ETFs/investment-linked insurance policies category.
    These results indicate that workers have a high demand for autonomous control over their pensions and the selection of diverse investment tools. Additionally, most workers are active and aware of the importance of pension preparation.

    Under the new labor pension system for elderly workers, the annuity is reduced to zero at the age of. 87.36% of respondents (86.68% of workers under the new system) believe they may not receive a pension after reaching the average life expectancy. Longevity annuity insurance exists only in theory and lacks an actual managing entity. The final countdown of negative impact on the national economy has begun."
