    Abstract: 隨著都市化加速及基礎建設需求增長,區段徵收工程面臨施工介面複雜、既有設施遷移困難、人力資源短缺、減碳需求及施工安全等多重考驗。
      本論文以「桃園航空城計畫區段徵收工程」為案例,探討智慧化專案管理資訊系統(PMIS)在大型土地徵收專案中的應用,並分析其結合建築資訊模型(BIM)與三維地理資訊系統(3D GIS)技術所帶來的效益;同時透過桃園航空城工程資訊系統(ACIS)的實際應用,探討PMIS對工程效率、品質管理及成本控制的影響,並揭示現行工程管理模式的盲點與挑戰。
      研究方法上,本論文結合量化問卷調查與專家訪談,評估ACIS系統在工程管理中的五大功能績效,並提出系統優化建議,進一步提升其應用價值。研究結果顯示,PMIS能有效整合工程資訊,實現資料共享、進度追蹤及成本控制,並透過BIM與3D GIS的整合,提供更精確的工程視覺化與管理工具。特別是在數據準確性、風險管理及即時協作方面,PMIS展現出顯著的成效。
      未來隨著技術發展,PMIS系統將與BIM、3D GIS又或其他更新的技術進一步深度整合,增強工程管理效率與數位化程度,透過決策支持工具促進公共工程的透明化與決策品質。在本研究成果分析下,PMIS的應用不僅有助於提升工程管理效能,亦為智慧政府數位轉型政策提供實踐範例,展現其在公共工程管理及產業實務中的應用潛力。
    ;With the acceleration of urbanization and the increasing demand for infrastructure, land readjustment projects face multiple challenges, including complex construction interfaces, difficulties in relocating existing facilities, labor shortages, the need for carbon reduction, and construction safety issues.
    This study takes the “Taoyuan Aerotropolis Land Expropriation Project” as a case to explore the application of Smart Project Management Information Systems (PMIS) in large-scale land expropriation projects. It analyzes the benefits brought by integrating Building Information Modeling (BIM) and 3D Geographic Information Systems (3D GIS) technologies. By examining the practical application of the Aerotropolis Construction Information System (ACIS), the study investigates the impact of PMIS on construction efficiency, quality management, and cost control, while also addressing blind spots and challenges in current project management practices.
    This research employs a mixed-method approach, combining quantitative surveys and expert interviews, to evaluate the performance of ACIS’s five key functions and propose optimization suggestions to enhance its application value. The findings indicate that PMIS effectively integrates project information, facilitates data sharing, supports progress tracking, and enables cost control. Through the integration of BIM and 3D GIS, PMIS provides precise visualization and management tools. In particular, it demonstrates significant effectiveness in improving data accuracy, risk management, and real-time collaboration.

    Looking ahead, as technology advances, PMIS is expected to achieve deeper integration with BIM, 3D GIS, and emerging technologies, further enhancing efficiency and digitalization in project management. By leveraging decision-support tools, PMIS can improve transparency and decision-making quality in public projects. This study not only highlights the practical contributions of PMIS to enhancing project management performance but also serves as a successful example of digital transformation for smart governance, showcasing its potential applications in public construction management and industry practices.
