    摘要: 本研究以桃園市大園區與蘆竹區航空城區段徵收土地上的安置住宅新建工程為例,探討如何在緊湊工期內,通過有效的人力分配與成本控制,實現最佳化施工效益。基地範圍以A11基地面積5,499.4m²、地下2層、地上10層RC造結構物為例。面對項目繁多、工期緊迫的裝修行業,施工企業必須在提高施工質量與進度的同時,嚴格控制成本,尤其在人事成本管理上,避免不必要的虛工產生,成為決定企業盈利與否的關鍵。
    本研究針對室內裝修工程(如隔間、天花板、油漆與地磚等),設計了不同工班效率下的人力配置方案,旨在於限定工期內完成施工並最小化成本。透過整數規劃數學模型,結合LINGO 20.0最佳化軟體進行計算,並以EXCEL輔助數據輸入及結果分析,研究結果顯示最佳化模型相較於傳統人工經驗分派,能有效降低成本並提升施工效率。此外,研究進行敏感度分析,探討參數變動對成本的影響,為企業決策者提供人力資源調度及成本管理的重要依據。本研究不僅適用於桃園安置住宅案,亦可作為其他營建工程中類似施工規劃的參考,有助於企業提升市場競爭力,實現工期內高效低成本的施工目標。
    ;This study takes the construction of resettlement housing on expropriated land in the Aerotropolis areas of Dayuan District and Luzhu District, Taoyuan City, as an example. It explores how to achieve optimal construction efficiency within a tight schedule through effective manpower allocation and cost control. The study focuses on a site with an area of 5,499.4m² (A11 base), featuring a 10-story above-ground RC structure with two underground levels. In the face of the complex tasks and tight schedules characteristic of the interior decoration industry, construction companies must enhance construction quality and progress while rigorously controlling costs. Especially in human resource cost management, avoiding unnecessary labor inefficiencies is critical to determining profitability.
    This research targets interior decoration projects (e.g., partition walls, ceilings, painting, and floor tiles) and designs manpower allocation plans based on varying workgroup efficiencies to complete construction within the given timeframe while minimizing costs. Using an integer programming mathematical model, calculations were performed with LINGO 20.0 optimization software, and data input and result analysis were conducted using Excel. The findings reveal that the optimization model can significantly reduce costs and improve construction efficiency compared to traditional manual experience-based allocation. Moreover, sensitivity analysis was conducted to examine the impact of parameter changes on costs, providing essential insights for decision-makers in human resource scheduling and cost management. This study is not only applicable to the Taoyuan resettlement housing project but also serves as a reference for similar construction planning in other projects, helping enterprises enhance their competitiveness and achieve efficient, low-cost construction within the project timeline.
