摘要:	目前世界人口已超過 80 億，而人口數量仍然持續成長，同時人類不斷往都市遷徙。都市因不斷老化及人口增加，隨之產生環境、治安、交通等問題。現代科技及技術的進步為人類提供解決方案，智慧城市的發展，也因此成為因應問題和提升居民生活品質的方式。智慧城市建設及發展過程中，需要經過完善的規劃，了解居民及企業的其看法，才能獲得接受、支持及參與，因而發展順利成功。如何貼近居民生活需要及地方特色進行發展資源的規劃及配置，使效益最大化是智慧城市發展建設時，管理及規劃者需要面對的問題及挑戰。本研究透過問卷設計，探討居民對智慧城市的感受及發展需求，並建立結構方程模型分析，提供政府及民間回饋及規畫方向。從結構方程模型之路徑分析結果顯示，智慧交通以及智慧治理被認為是智慧城市發展之重要發展領域。智慧城市對人們而言具有功能、社會、情緒、嘗新以及情緒價值，然而，對智慧城市居住意願造成影響之價值為功能價值以及情境價值。因此，在智慧城市發展方向上，建議將智慧交通及智慧治理作為重點發展方向，並在發展智慧城市時，提供實用性，並考量發展智慧城市時之相關情境，才能在發展智慧城市的狀況下，提高民眾對於智慧城市的正向觀感從而支持發展。;The global population has surpassed 8 billion and continues to grow, with more people migrating to urban areas. As cities age and populations increase, they face challenges such as environmental issues, security concerns, and traffic problems. Advances in modern technology and innovation provide solutions to these challenges, making the development of smart cities a way to address these issues and improve residents′ quality of life. The construction and development of smart cities require thorough planning and an understanding of the perspectives of residents and enterprises to gain their acceptance, support, and participation, ensuring successful development. A key challenge for managers and planners in smart city development is how to align resource planning and allocation with residents′ needs and local characteristics to maximize effectiveness. This study uses questionnaire design to explore residents′ perceptions of smart cities and their needs. A structural equation model is established to analyze the findings, provide feedback and planning directions for both government and private sectors. Path analysis results from the structural equation model indicate that smart transportation and smart governance are considered critical development areas for smart cities. Smart cities offer functional, social, emotional, epistemic, and conditional value to individuals; however, functional and situational values are the key factors influencing residents′ willingness to live in smart cities. Therefore, it is recommended that smart transportation and smart governance be prioritized as key development directions for smart cities. When developing smart cities, practical solutions should be provided while also considering relevant contextual factors. This approach can enhance the public′s positive perception of smart cities, thereby increasing their support for development.
