Abstract:	本計畫就五種國家語言，探討國家語言作為區域通行語，如何促進語言人權，並增進語言多樣性；預期影響性為：（1）社會文化：區域通行語推進國家語言的在地發展，獲致永續語言特色多樣性；（2）經濟：區域通行語之實施，衍生出廣大的語言產業，如語言認證、師資培育、語言教材、口譯、文字標準化等；（3）學術發展：以語言人權出發，探索區域通行語如何實現憲法平等及保障多元文化精神，並進行「以政策建議為導向之學術研究」，提出具體可行的政策建議。又實施區域通行語，可積極實現人民的國家語言權利，落實《公民與政治權利國際公約》第27條、《保護和促進文化表現形式多樣性公約》精神，彰顯臺灣「人權立國」理念。
