    Abstract: 本研究以人行步道工程為研究對象,探討其在設計與施工階段常見之風險因子,並分析各項風險對工程進度、品質及民眾安全之潛在影響。由於人行步道工程多處於交通繁忙或校園周邊區域,涉及多方權責單位及民眾需求,施工過程中常伴隨各類不確定性與溝通協調困難,對工期與執行品質造成重大挑戰。
    本研究透過文獻分析歸納出八項主要風險因子,並設計問卷以「可能性」與「嚴重度」為評分標準,針對地方政府工程承辦人員、設計監造單位、施工廠商、學校代表及地方里長等進行調查,另輔以多位實務專家訪談,以掌握風險成因與實務處理現況。
    調查結果顯示,影響工程進度最顯著的風險因子為地上物與管線遷移、土地取得問題及施工突發狀況(如管線挖掘破裂),顯示此類前期協調與施工應變能力為影響成敗之關鍵。最後,依據分析結果提出針對地方政府之具體管理建議,包括加強前期調查、建立協調平台、落實風險控管機制,以提升人行步道工程之整體效率與品質。
    ;This study focuses on the risk management of pedestrian walkway construction projects, aiming to identify major risk factors during the design and construction stages and assess their potential impact on project schedule, quality, and public safety. As such projects are often implemented near schools, residential areas, or busy urban zones, they are subject to various uncertainties and stakeholder demands, posing significant challenges to execution and coordination.
    Through a review of relevant literature, this study identifies eight primary risk factors. A questionnaire survey was then designed based on the likelihood and severity of each risk factor and was distributed to key stakeholders, including government project managers, design and supervision consultants, contractors, school representatives, and local community leaders. Additionally, expert interviews were conducted to gather practical insights and validate on-site risk conditions and mitigation measures.
    The survey results indicate that the most critical factors affecting project progress are utility relocation, land acquisition issues, and unexpected on-site incidents such as pipeline damage. These findings highlight the importance of effective early-stage coordination and emergency response planning. Based on the analysis, the study provides recommendations for local governments, including strengthening preliminary investigations, establishing inter-agency coordination platforms, and implementing comprehensive risk management mechanisms to improve project performance and public value.
