    摘要: 桃園航空城為重大國家開發計畫,其整體進度須以安置住宅如期交屋為前提,方能銜接後續工程。惟實務執行上,須在人力、時間與預算皆有限的條件下完成任務,尤以人力規劃受多重限制,難以達成最佳配置。如何提升作業效率並控管成本,為工地管理者持續關注的課題。
    本研究以航空城某安置住宅案之機電工程為例,考量現場條件與限制,運用整數規劃建構數學模型,並透過 LINGO 20.0 軟體進行最佳化求解,搭配 Excel 試算表整合資料與呈現結果,建立具效率與公平性的排班模式。研究結果顯示,相較人工排班方式,該模式可有效縮短作業時間、降低工作負荷差異,並提升公平性。另藉由敏感度分析調整參數,掌握不同勤務負荷特性,配合工程階段滾動式修正工作權重,可反映實際變動情形。所建構之模式可作為未來人力配置與派工決策依據,有助提升管理效能、節省成本,實現公平合理與「同工同酬」之排班目標。
    ;The Taoyuan Aerotropolis is a major national development initiative, with the timely completion and handover of resettlement housing serving as a prerequisite for subsequent project phases. However, in practice, project execution must proceed under constraints of limited manpower, time, and budget. In particular, workforce planning is subject to multiple limitations, making optimal allocation difficult. Enhancing operational efficiency and controlling costs are ongoing concerns for construction site managers.
    This study uses the MEP (Mechanical, Electrical, and Plumbing) works of a resettlement housing project within the Aerotropolis as a case study. Considering on-site conditions and constraints, an integer programming-based mathematical model is developed and optimized using LINGO 20.0. Excel spreadsheets are used to integrate data and present the results, forming a scheduling model that emphasizes both efficiency and fairness. The results indicate that, compared to manual scheduling, the proposed model significantly reduces scheduling time, minimizes workload discrepancies, and enhances fairness. Through sensitivity analysis, parameters are adjusted to capture different workload characteristics, and task weightings are dynamically revised in accordance with each construction phase. This allows the model to reflect actual on-site variations. The proposed model provides a practical reference for future manpower planning and dispatch decisions, improving managerial efficiency, reducing costs, and supporting a fair and equitable “equal pay for equal work” scheduling system.
