| 摘要: | 目前道路養護管理已全面邁入「維護階段」,與過去著重於「新闢階段」的策略有所不同。此一轉變反映出台灣整體基礎建設逐漸成熟,極需透過有效的維護機制延長道路使用壽命、提升服務品質與行車安全。為達成此目標,主管機關已建置並落實道路巡查機制,透過定期巡查與即時回報系統,及早發現道路病害、坑洞、鋪面龜裂等問題,進行即時修補與養護作業,有效防範道路老化帶來的潛在危害。 此外,透過上級機關的定期考核與督導,不僅促使各地方政府強化自主管理能力,也確保道路維護品質達到一致標準,強化橫向溝通與經驗分享,提升整體行政效能。 本研究透過回顧鋪面損壞指標與道路巡查機制,分析龍潭區公所近年道路巡查及養護作業成果,以及歷年來招標策略對於承攬廠商履約情形進行統整,了解公共工程履約計分制度也是提升道路維護品質的重要工具。 最後,提出多項精進作為,包括導入經濟型的道路狀況指標(EPCI),快速地蒐集路面狀況的判斷指標,並輔導廠商設立專責的道路管理中心、開發智慧派工APP以即時分派維修工作、導入循環經濟概念進行材料再利用,以及針對事故熱點增加路口警示設施以提升安全性。未來建議持續推動制度化巡查與數位化派工系統,並加強績效考核機制,以打造更安全、耐久與高效的市區道路維護管理系統。 ;Currently, road maintenance management in Taiwan has fully entered the “maintenance phase,” marking a strategic shift from the previous emphasis on the “new construction phase.” This transition reflects the growing maturity of Taiwan’s infrastructure, highlighting the urgent need for effective maintenance mechanisms to extend road lifespan, improve service quality, and ensure driving safety. To achieve this goal, competent authorities have implemented and enforced road inspection systems. Through regular inspections and real-time reporting, issues such as road surface deterioration, potholes, and pavement cracks can be promptly identified and repaired, thus mitigating potential hazards caused by aging infrastructure. In addition, regular assessments and supervision by higher-level authorities not only urge local governments to strengthen their self-management capabilities but also help standardize maintenance quality across jurisdictions. This enhances horizontal communication and experience sharing, thereby improving overall administrative efficiency. This study reviews pavement condition indicators and road inspection mechanisms, analyzes recent road maintenance practices in the Longtan District Office, and integrates historical bidding strategies with contractor performance results. The study finds that public works contractor performance scoring systems are also crucial tools for enhancing road maintenance quality. Finally, this research proposes several improvement measures, including introducing an economical pavement condition index (EPCI) for rapid assessment of road surface conditions, assisting contractors in establishing dedicated road management centers, developing a smart dispatching app for real-time work assignments, adopting circular economy practices for material reuse, and installing warning facilities at high-risk intersections to improve safety. In the future, it is recommended to continue promoting institutionalized inspections and digital dispatch systems, and to strengthen performance evaluation mechanisms to build a safer, more durable, and efficient urban road maintenance management system. |
