營造業一直被視為國家經濟發展的關鍵之一,是帶動周邊產業景氣的重要角色。然而營造業也是所有產業中職業災害最高的行業,國內不到一成的就業人口卻占國內職災死亡人數的一半以上。因此我國為提升職業安全衛生績效,在國內所有工程專案中皆會要求設計及施工單位根據「營造工程風險評估技術指引」提出風險管理報告書,但是在執行風險評估的過程中常常遇到許多困難。因此,本研究欲釐清在有無內部風險評估程序的營建工程公司在進行風險評估中分別會遇到何種困境及阻礙,並根據所遭遇之困難提出相關解決方案,將風險管理實際落實於工程實務中,而非流於形式。 本研究首先透過文獻回顧了解國內風險評估的流程及相關法規,再藉由專家訪談瞭解各種類型之工程公司風險評估所遭遇之困難與阻礙,最後與專家研討適合之解決方案,以期能夠協助「職業安全衛生法第五條第二項」及「營造工程施工風險評估」在國內公共工程實務上得到落實。 ;The construction industry has long been regarded as one of the key drivers of national economic development and plays a vital role in stimulating related industries. However, it is also the industry with the highest rate of occupational accidents. Although construction workers account for less than 10% of the country’s workforce, they make up more than half of all occupational fatalities. In response, Taiwan has implemented measures to improve occupational safety and health performance by requiring design and construction units in public works projects to submit risk management reports in accordance with the “Technical Guidelines for Construction Project Risk Assessment.” Nevertheless, the process of conducting risk assessments often encounters numerous challenges. This study aims to identify the specific obstacles and difficulties faced by construction companies—with and without internal risk assessment procedures—during the risk assessment process. Furthermore, the research seeks to propose effective solutions to improve the assessment process and reduce the time and cost involved. The study begins with a literature review to understand domestic risk assessment procedures and relevant regulations. This is followed by expert interviews to explore the challenges encountered by different types of construction companies. Finally, expert discussions are conducted to develop suitable solutions, with the ultimate goal of supporting the implementation of Article 5, Paragraph 2 of the Occupational Safety and Health Act and the “Construction Project Risk Assessment” in the practical execution of public works in Taiwan.
