| 摘要: | 隨著國際貿易的迅速發展,國家與地區間的交流日益頻繁,貨物流通需求大幅提升,使得貨櫃進出口數量不斷成長。然而,貨櫃數量的快速增長也對港口營運造成極大壓力,未能妥善安排運送與調度將容易導致塞港現象,進而影響整體作業流程與效率。在貨櫃裝卸過程中,貨櫃拖車扮演著關鍵的運輸角色,負責船舶與堆場之間的運送作業,目前實務上大多仍以人工經驗進行排程,多採「先到先處理」的原則,未考量部分船班可能提前離港,導致資源配置不當、作業順序不合理,最終造成整體效率降低,並衍生額外成本以補救作業缺口。因此,本研究針對貨櫃拖車排程調度進行最佳化模式之探討,改善現行作業中之不足,提升港口整體營運效率。 本研究以時空網路流動技巧及數學規劃方式,在考量各航次靠港離港時間不同、貨櫃車輛旅行時間和貨櫃存放位置不同條件下,以追求總營運成本最小化為目標,建構出貨櫃拖車調度最佳化模式,並利用C++程式語言以及CPLEX數學規劃進行求解,為評估模式的正確性,本研究以台北港之相關資料為例進行範例測試,並調整不同參數進行敏感度分析和方案分析,結果顯示本研究之模式在實務上能有效運行,可提供給業者作決策之參考依據。;With the rapid development of international trade, exchanges between countries and regions have become increasingly frequent, leading to a substantial rise in the demand for cargo transportation and a continuous growth in container imports and exports. However, the sharp increase in container volume has imposed significant pressure on port operations. Without proper planning and scheduling, port congestion may easily occur, thereby disrupting overall workflows and reducing operational efficiency. During the container loading and unloading process, container trucks play a critical role by transporting containers between vessels and yards. Currently, scheduling is still largely based on manual experience and often follows the "first come, first served" principle, without considering that some vessels may depart earlier. This results in improper resource allocation, suboptimal operation sequences, reduced overall efficiency, and additional costs incurred to compensate for scheduling gaps. Therefore, this study explores an optimization model for container truck scheduling to address shortcomings in current operations and enhance overall port efficiency. Using time-space network flow techniques and mathematical programming, the model considers varying vessel arrival and departure times, container truck travel times, and differences in container storage locations. The objective is to minimize total operational costs. The model is constructed using C++ programming and solved with CPLEX mathematical optimization. To validate the model′s effectiveness, a case study based on data from Taipei Port is conducted. Sensitivity analyses and scenario analyses are also performed by adjusting different parameters. The results demonstrate that the proposed model can be effectively applied in practice and may serve as a valuable decision-making reference for port operators. |
