| 摘要: | 本研究旨在探討台灣筆記型電腦代工產業在 COVID-19 疫情期間,面對全球 物流中斷所引發之供應鏈風險時,採購部門如何透過應變機制與危機管理策略維 持營運穩定與交期履行。研究對象為台灣某前五大系統代工廠(化名為 A 公司), 採用個案研究法,蒐集其 2020 年至 2022 年間的內部資料、採購紀錄及實務經驗, 深入剖析在疫情封城與港口壅塞等情境下,採購部門如何調整採購策略、整合內外 部資源,並建構具韌性的供應鏈系統。 本研究透過三大構面進行分析:(1)採購應變策略,包括多元供應來源建立、 緊急採購機制與跨部門排程協同;(2)物流風險控制,涵蓋運輸路徑調整、多式 聯運、區域前置倉設置與庫存策略強化;(3)供應鏈韌性建構,聚焦於可視化平 台導入、供應商協同機制與危機管理制度化行動。研究結果顯示,A 公司能有效掌 握異常預警,並動態調整採購與物流配置,得以在高不確定性的環境中維持客戶滿 意度與企業競爭力。 本研究希望可提供實務界面對未來供應鏈中斷風險時可借鏡之策略模型。最 終建議企業應提升採購決策彈性、強化供應鏈可視性,並以跨部門協同與多元佈局 建構更具韌性之供應體系。;This study explores how the procurement departments within Taiwan′s notebook OEM industry responded to supply chain risks triggered by global logistics disruptions during the COVID-19 pandemic. The research focuses on a top-five Taiwanese system OEM manufacturer (referred to as Company A), adopting a case study methodology based on internal documents, procurement records, and practical experiences from 2020 to 2022. The study investigates how the procurement function adapted its strategies, coordinated internal and external resources, and built a resilient supply chain amid lockdowns and port congestion. The analysis is structured around three core dimensions: (1) procurement contingency strategies, including supplier diversification, emergency purchasing mechanisms, and cross-functional production scheduling coordination; (2) logistics risk control, involving transportation route adjustments, multimodal transportation solutions, regional forward warehouse deployment, and strengthened inventory strategies; and (3) supply chain resilience building, focusing on the integration of visibility platforms, supplier collaboration mechanisms, and institutionalized crisis management actions. The findings reveal that Company A effectively identified risk signals, dynamically adjusted procurement and logistics plans, and maintained customer satisfaction and business competitiveness under highly uncertain conditions. This research aims to provide a strategic reference model for practitioners confronting future supply chain disruption risks. It ultimately recommends that companies enhance the flexibility of procurement decisions, improve supply chain visibility, and foster resilience through cross-departmental collaboration and diversified supply chain configurations. |
