    Abstract: 在假訊息充斥與社群媒體加速傳播的當代社會,事實查核機制成為維護資訊真實性與民主治理的重要工具。台灣由於其特殊的地緣政治與媒體生態,長期處於境外不實資訊攻擊的風險中,逐漸形成一個由政府、媒體、公民社群與科技平台共同參與的多層次查核網絡。本文以行動者網絡理論(Actor-Network Theory, ANT)為分析架構,探討台灣事實查核生態系的形成脈絡、行動者間的協作互動,以及技術物在其中的角色與影響。

    研究以兩個具代表性的查核行動者──「MyGoPen」與「假新聞清潔劑」為個案,透過深度訪談、文獻分析與參與觀察,分析查核網絡中的轉譯過程,包括問題化、利益賦予、徵召與動員等階段,並揭示網絡穩定性可能面臨的挑戰,如資金來源依賴、政治變動與平台政策不確定性等。研究發現,科技物不僅作為中介工具,更在查核流程中扮演具有能動性的行動者,重新形塑人類行動者的協作模式與網絡關係。

    本研究不僅補充了台灣事實查核實踐的在地經驗,也提供了從科技與社會互構的視角,理解公民科技如何介入公共事務的理論進路。最後,本文提出查核生態系穩定運作須仰賴多方協作與信任建構,並對未來政策制定與平台治理提出建議。
    ;In an era overwhelmed by misinformation, fact-checking mechanisms have become essential tools for safeguarding informational integrity and democratic governance. Taiwan has been consistently targeted by foreign disinformation, prompting the development of a multi-layered fact-checking ecosystem involving government agencies, media organizations, civic communities, and technology platforms. This study adopts Actor-Network Theory (ANT) as its analytical framework to explore the formation process, inter-actor collaboration, and the role of actants—particularly artifacts—within Taiwan’s fact-checking networks.

    Through case studies of two representative actors—MyGoPen and the "Fake News Cleanser" initiative—this research utilizes in-depth interviews, document analysis, and participant observation to investigate the processes of problematization, interessement, enrollment, and mobilization within the network. It highlights challenges to the network’s stability, such as financial dependencies, political fluctuations, and uncertainties in platform governance. The findings demonstrate that artifacts do not merely function as passive tools but act as agents that actively reshape collaboration patterns and actor relationships in the network.

    This study contributes to the understanding of localized fact-checking practices in Taiwan and offers a science and technology studies (STS)-inspired lens to examine how civic technologies participate in public problem-solving. This study concludes by emphasizing the importance of trust, coordination, and sustainable infrastructure for the future development of fact-checking ecosystems, and provides policy and platform governance recommendations accordingly.
