高齡化是整個社會發展的趨勢,是我們都正在面臨的現象,而高齡人口的增加所影響的層面廣又大,已經是政府必須要面對並且重視的公共議題之一,政府為了因應而提出了各種對策,高齡養護也已經從機構式照顧走向社區照顧,在地老化則是所希望到達的目標。 新北市林口區公所在執行公共政策的同時也因為都市化發展的社會現象而遇到了困境,如因都市重劃而快速增建的公寓大廈讓社福政策以及傳統的鄰里系統在運轉時運到阻礙,公寓大廈的封閉性以及排外性讓公部門在推動公共政策難以深入,為了能夠克服這個問題,公所以社福政策為為標的提出了幸福到你家的計畫,透過公寓大廈將社福政策引入社區內部,希望能在既有的銀髮政策體制下更進一步的提供服務。 研究分別針對林口區公所實際參與的人員、參與計畫的公寓大廈管理委員會成員或實際負責人員以及社區內住戶進行深度訪談,以公私協力的角度探討影響公私部門能夠協力合作的因素為何?並釐清雙方在協力過程中所遇到的困境與解決方法,最後探討公寓大廈管理委員會是否適合成為公部門在推動公共政策時的協力對象?最後針對訪談內 容彙整研究結論,並提出研究建議以及未來研究方向,期望本研究未來研究者針對類此主題進行研究時建議方向。;Aging is a prevailing trend in societal development and a phenomenon we are all facing.The increasing elderly population has a broad and significant impact, making it one of the keypublic issues that governments must address and prioritize. In response, various policies have been introduced, and elderly care has shifted from institutional care to community-based care,with aging in place as the desired goal.
While implementing public policies, the New Taipei City Linkou District Office hasencountered challenges due to urbanization. The rapid construction of apartment buildings resulting from urban redevelopment has created obstacles for social welfare policies and traditional neighborhood systems. The closed and exclusive nature of these apartment complexes makes it difficult for the public sector to effectively promote public policies.To address this issue, the district office launched the "Happiness to Your Home" initiative,focusing on social welfare policies. This program aims to integrate social welfare services into apartment communities, ensuring that existing elderly care policies can be furtherenhanced and better implemented within these residential areas.
This study conducts in-depth interviews with personnel from the Linkou District Office,members or key representatives of apartment building management committees participating in the initiative, and residents within the communities. From the perspective of public-private collaboration, the esearch explores the factors influencing effective cooperation etween the public and private sectors.Additionally, it aims to clarify the challenges encountered during the collaboration process and identify potential solutions. The study also examines whether apartment building management committees are suitable partners for the public sector in promoting public policies. Finally, based on the interview findings, the study compiles conclusions, provides research recommendations, and suggests future research directions, hoping to guide future researchers exploring similar topics.
