Abstract:	隨著氣候變遷日益加劇，發展綠色電力與推動能源轉型已成為各國邁向淨零碳排的重要策略之一。為探討影響綠電市場私有化的關鍵因素，本研究以層級分析法（Analytic Hierarchy Process, AHP）建立一套完整的評估模型。研究運用PEST分析架構，將評估準則分為四大面向：政治、經濟、社會與環境、以及技術，並細分為十一項次準則。透過問卷與訪談方式，蒐集來自學界、產業界與政府部門專家的意見。AHP分析結果顯示，經濟面向對綠電私有化的影響最大，其次為政治面向；在社會與環境面向中，「社區福祉」被視為最重要的因素；技術面向則凸顯基礎建設與創新成熟度的重要性。整體而言，本研究所建構之評估架構，對政策制定者與利害關係人推動再生能源民營化具有重要的參考價值。;As climate change continues to intensify, the development of green electricity and energy transition has become a key strategy for countries striving toward net-zero carbon emissions. This study aims to identify the critical factors influencing the privatization of the green electricity market by establishing a comprehensive evaluation model based on the Analytic Hierarchy Process (AHP). Using the PEST analysis framework, the study categorizes the criteria into four main dimensions—political, economic, social and environmental, and technological—and further develops eleven sub-criteria. Data were collected through expert questionnaires and interviews with professionals from academia, industry, and government. The AHP results indicate that the economic dimension has the greatest influence, followed by the political dimension, while community welfare is the most important factor under the social and environmental dimension. The technological dimension highlights the role of infrastructure and innovation maturity. Overall, the proposed evaluation framework provides a valuable reference for policymakers and stakeholders in advancing renewable energy privatization efforts.
