    Abstract: 近年來,隨著電動車和可再生能源儲能設備等綠色產業迅速發展,鋰電池的需求大幅成長。鋰、鈷、鎳等稀貴金屬不僅是鋰電池的核心材料,更是影響未來能源轉型與科技發展的重要戰略資源。由於原生金屬開採具有高環境成本與地緣風險,鋰電池回收再利用逐漸成為國際關注的焦點,亦是推動循環經濟的關鍵一環。本研究旨在分析鋰電池中稀貴金屬的回收技術發展、經濟效益與政策導向。透過文獻分析與比較方法,評估傳統回收法應用於不同回收場景的可行性,並進一步探討創新回收技術的發展趨勢,這些創新技術可大幅提升稀貴金屬的回收效率與再生品質,並降低整體能源消耗與碳足跡,具備良好的經濟潛力與永續性。此外,本文亦探討了跨國廢電池貿易、缺乏標準化規範及回收責任制度不明等問題,為產業發展帶來的挑戰。為此,本研究提出針對台灣之一系列對應之政策建議。最終目標在於建構具永續性、彈性與高附加價值的電池金屬循環體系,以因應未來全球資源競爭與環境永續挑戰。

    ;With the rapid growth of green industries such as electric vehicles and renewable energy storage systems, the demand for lithium-ion batteries has surged. Critical materials like lithium, cobalt, and nickel are essential for these batteries and play a strategic role in energy transitions and technological advancement. However, the environmental impact and geopolitical risks of mining these metals have shifted global focus to battery recycling as a cornerstone of the circular economy.
    This study evaluates the development of recycling technologies, their economic viability, and policy implications. Traditional recycling methods are assessed alongside innovative technologies, which show potential for improving efficiency, reducing energy consumption, and lowering carbon footprints. Key challenges include cross-border waste battery trade, lack of standardization, and unclear recycling responsibilities. Correspondingly, policy recommendations are proposed to establish a sustainable and flexible battery metal recycling system in Taiwan, addressing global resource competition and environmental sustainability.
