    Title: 以供應鏈佈局觀點探討特力貿易之 生產基地遷移的個案研究;A Case Study to Testrite Trading Company in Production Base Removed According to the Perspective of Supplier Chain Distribution

    Abstract: 特力公司以手工具產品進出口貿易起家,通過尋找適合的供應商,下單採購給工廠,製造產品,商品包裝後,出貨到客人指定的國家,經倉儲物流,配送到客戶零售店端,販賣給消費者使用。
    本案例為特力公司轉單下單給印度工廠,出貨產品為“車用十字板手”,在初期供貨前幾年,未遇到重大客訴情況,但是在2022年起開始,陸續收到多起客戶投訴,抱怨的主要問題是,消費者購買了本案例產品“車用十字板手” ,使用於裝卸汽車輪榖螺絲時,在過程中出現產品套筒破裂,及十字焊接部分分離分解,導致商品無法再正常使用。於是,回顧公司尚未進行生產基地轉移至印度工廠之前,該商品是在大陸生產,且供貨給同一客戶,持續很多年並沒有發現重大的商品品質問題,或接到消費者投訴類似產品不良的情況。
    案例發生之後,個人被公司指派進行實地生產現場調查,尋找問題可能發生的原因,進行分析,並與中國及印度兩家工廠,討論改善行動及補救措施,希望能將客訴的影響降到最低。雖然調查期間,中國工廠因為訂單被轉單至印度去的原因,婉拒了生產現場的走訪及拍照採集,經過協調後,才得以至現場做勘察。案例另外一家印度工廠,則因為可能被客戶索賠,對於我的現場拜訪,表現出全力配合的態度,生產現場一切井然有序,工廠的程序文件、現場操作作業指導書等,也按照要求呈現在對應的場所,但是經過工人的實地操作深入訪談,比對驗證設備操作方法的一致性之後,發現了作業疏失,以及可能導致產品的品質問題。
    鑒於以上個案,祈望通過供應鏈管理的理論分析,含供應鏈佈局、營運模式、跨國生產、供應鏈韌性等,與工廠生產製程管理的比對,再深入到產品品質、成本、交期等調查分析,將理論與實際的比對結果,得出個案研究的結果報告。
    ;Testrite company which is supplying the goods to customers in trading business, mainly product categories are hardware e.g. hand tools from beginning of trading business. After souring appropriated suppliers and selecting qualified factories, Testrite places the orders to the related suppliers for the goods producing including the production, assembly, packaging and shipping to the appointed countries. Via necessary goods storage at warehouse and dispatching to retail stores for selling to consumers.
    In view of this case, Testrite transferred the orders to India factory who supplied the claimed product named Cross bar of wrench to the customer, but received the feedback about the product cracked and disconnected which caused to no functional commodity from the consumer after stably supplied to customer with a couple of years. Anyhow, to trace back the product history, Testrite supplied same goods to same customer with a couple years of experience but no critical product claim or similar poor quality of issues claimed by consumer in China factory.
    Based on above issue, we’d like to present and dig out what main reasons may lead to possible various product quality under the constructure of the supplier chain management and QMS (Quality Management System) requirement, including originally supply location (country), local humanity, quotation, cost, raw material resource/ quality, manufacturing, workmanship, commodity dispatching/ delivery timing, warehouse storage, distribution and so forth. Furthermore, to afford possible suggestions along with action to public for reference by the thesis of supplier chain distribution, production countries transferring and resilience if considering the suppliers changed from original country to other countries in future.
