;To enhance the competitiveness of products or services, quality is a key success factor in software development projects. However, in small and medium-sized software organizations operating under a strong matrix structure, quality assurance — particularly software testing — is often weakened due to lack of departmentalization and/or cost-saving considerations, resulting in insufficient test execution. This study applies CMMI specific process areas and institutional practices to support resource-constrained organizations in sustaining quality management. A case study was conducted with the QA team of a small organization in Taiwan’s ICT industry to design and establish a flexible and sustainable software testing management process. The proposed model was evaluated through expert questionnaires to ensure alignment with CMMI principles and suitability for organizations under similar conditions. Internal users provided feedback via interviews, complemented by metrics prioritized by the company, to assess the model’s practical impact. The results indicate that the model received positive recognition from experts, enhances the visibility of QA in the development process, and facilitates cross-department collaboration and early issue identification.
