本研究旨在建構一個以區塊鏈智慧合約為核心的高風險使用者資料交換平臺,藉由區塊鏈的不可竄改性與去中心化特性,協助金融機構與電商業者有效防範詐騙與洗錢等金融犯罪。系統架構包含Ethereum區塊鏈、智能合約、資料提供者與需求者角色,並由政府機構負責合約建立與參與規範設定。資料提供者將高風險用戶清單以RSA公鑰加密後上傳區塊鏈,同時可獲得代幣獎勵。資料需求者則需經授權程序,取得重加密金鑰 (ReKey),並支付代幣以解密使用。過程中採用Proxy Re-Encryption機制,確保資料在傳輸與存取過程中的安全與隱私。整體設計兼顧資料隱私、授權控管與激勵機制,促進跨機構間高風險資訊共享與合作,有效提升金融體系整體風險管理能力與防詐作業效率。;This study aims to develop a data exchange platform centered on blockchain smart contracts to facilitate the sharing of high-risk user information. By leveraging the immutability and decentralized nature of blockchain, the platform helps financial institutions and e-commerce enterprises effectively prevent fraud, money laundering, and other financial crimes. The system architecture includes the Ethereum blockchain, smart contracts, data providers and consumers, with government agencies responsible for contract creation and participation rules. Data providers encrypt high-risk user lists using RSA public keys and upload them to the blockchain, earning token rewards in the process. Data consumers must undergo an authorization process to obtain a re-encryption key (ReKey) and pay tokens to access and decrypt the data. The system adopts a Proxy Re-Encryption mechanism to ensure data security and privacy during transmission and access. Overall, the design incorporates privacy protection, access control, and incentive mechanisms to promote inter-organizational collaboration in sharing high-risk user information, thereby enhancing the financial system′s risk management capabilities and improving fraud prevention effectiveness.
