    <title>國小客語師資供需調查及缺額推估:以「客語為主要通行語地區」為例</title>

    <description>title: 國小客語師資供需調查及缺額推估:以「客語為主要通行語地區」為例 abstract: 本計畫援引「族群主流化」的概念與族群統計與調查政策，檢驗客語納入國家語言且成為國小每週必修的本土語言選項後，當前國小客語師資數量是否滿足學校客語課程所需的教師人數?最佳的師資缺額推估方式究竟為何?本計畫規劃為一年期，預計採取結合量化與質性研究方法。首先，進行次級資料分析，盤點「客語為主要通行語地區」的國小，其客語師資供需情形。其次，執行問卷調查與資料分析，針對三種類型的客語教師（具備客家語文專長的教師證書者、具備他科的教師證書，但是有通過中高級客語認證的現職老師、客語教學支援人員）進行問卷調查，瞭解第一線的國小客語老師對於師資供需及缺額推估的看法與建議。第三，輔以面對面深度訪談，瞭解專家學者對於國小客語師資供需及缺額推估之見解及政策建議。本計畫預期在學術上可以增進對客家語言師資供需的瞭解，對於國家目前積極推動的客家政策資源配置亦可提供實質的幫助。對社會而言，本計畫研究成果有助於各界瞭解精確的客語師資缺額數量及政策建議，可支撐政府作為推動國家語言的傳承與復振措施、增進客家族群身份認同、語言與文化傳承的依據，有利於促進族群公共福祉。

    <description>title: 都會地區客家族群認同與政策網絡之研究—以新北市為例;The Study of Hakka Ethnic Identity and Policy Network in the Metropolitan Areas: Case Study on New Taipei City abstract: 本研究以族群認同與多元文化、都會客家隱形化與族群關係，以及政策網絡等觀點，析探台灣客家族群行政機關，推動客家事務之政策網絡分析，並以新北市客家事務局推動客家政策做為個案分析。本研究為一年期計畫，透過文獻分析、社會網絡分析，以及深度訪談等方法，檢閱族群認同與政策相關理論，以及新北市客家族群移墾歷程、人口分佈情形、都會客家隱形化與族群關係等做為客家政策網絡分析基礎；採取社會網絡分析與深度訪談法，論述新北市客家政策推動的利害關係人（產、官、學、社團、媒等）網絡分佈中心性與群聚，以及客家族群語言使用（如中小學客語推動）、社團參與、節慶文化活動、產業經濟等議題網絡與政策成效。研究成果將做為推動客家族群政策網絡與族群認同影響的在地實踐策略，以供客家事務行政機關、企業、社團、學界與社會大眾，推動客家文化與事務之參考。 ;With the concepts of ethnic identity and mutiple culture, the invisibility of metropolitan Hakka and ethnic relations, and policy network, the study would discuss and analyze how the Hakka executive administrations in Taiwan promote the policy network of Hakka affairs, targeting the department of Hakkka Affairs of New Taipei City and the promotion of Hakka policies as case study. The research is a one-year program and adopts documentary analysis, social network analysis, and in-depth interviews. The research examined relevant theories of ethnic identity and policies, the migration route and the population distribution of the Hakka in New Taipei City, the invisibility of metropolitan Hakka and ethnic relations, etc, to form the analysis basis of Hakka policy network. Through the social network analysis and in-depth interviews, the research discussed the network distribution centrality and cluster of the stakeholders from industry, government, academia, social groups, and media, and the issue network and policy effects of the application of Hakka language in elementary and high schools, social groups involvement, festive and cultural events, and industrial economy. The result of the study will serve as practical strategies for the promotion of Hakka ethnic policy network and the influence of ethnic identity. It will also offer references to the executive admistrations of Hakka affairs, enterprises, social groups, academia and general public when promoting Hakka culture and affairs. ;研究期間：10501 ~ 10511

    <description>title: 台灣的客家環境運動—從褒忠義民到環境義民;The Environmental Movement of Taiwan Hakka -- from Obedient Citizens to Environmental Citizens abstract: 聚居山林的客家族群，長期守護著先祖留下的優質環境。然而在發展主義威脅下，傳統客家族群社區承擔工業發展後的環境退化惡果，造成生存及文化保存困境，這是一個相當具有急迫性的難題。客庄人文與自然環境一旦被摧毀，不僅將使客家族群再次成為失根浮萍，珍貴的客家文化及地方生態系統也將消失。在經濟掛帥、多數政府擁抱開發主義的時代，只能依靠公民社會的力量捍衛家園。然而，在一般人的印象中，傳統客家族群絕非帶頭作亂的抗爭者，而是協助統治者平亂的義民，這樣的特質是否有足夠動能捍衛家園與環境？針對這項疑慮，我們根據研究資料發現，在當代社會運動中客家族群並未缺席。事實上，客家人不但參與許多重要的社會運動，而且往往扮演相當重要的角色，對於台灣的政治、經濟、社會、文化發展都有相當正面的影響，其中包括實現環境正義的理想。客家族群奮起保衛家園，在台灣南北各發起重大環境抗爭，除順利保住客庄與文化，也樹立了優質的環境義民典範。 延續前期美濃反水庫運動的研究成果，本計畫擬以兩年為期，以台灣的客家環境運動為主軸，繼續運用環境正義觀點深入研究有關客家族群之社區永續議題。主要研究目的有二：第一、以美濃反水庫運動為基準，往前延伸調查在台灣有哪些傳統客家社區受到開發或污染威脅？造成這些環境退化的成因何在？第二、往後延伸探究新竹橫山客家山城的灰渣掩埋場設場爭議事件，並運用環境正義觀點深入分析這個以客家族群為抗議主體的事件之成功因素。最終目的希望能透過研究調查與資料整理，建構出一套完整的客家環境運動史，提供各界對客家族群參與環境運動的過程與影響有深入了解，同時在實務上能提供目前正面臨環境開發威脅及破壞的客家社區借鏡，並在學術上深化客家研究內涵。  ;In the long term, Hakka people inhabited in countryside guarding the high-quality environment inherited from their ancestors. However, under the threat of the modern developmentalism, the traditional Hakka communities bear the consequences of environmental degradation which is a plight for Hakka. Once Hakka communities and the natural environments are destroyed, not only the Hakka people will rootless again, the precious Hakka culture and local ecosystems will be disappeared as well. Being driven by economic power, most governments embrace the developmentalism, and the only hope for people is the power of the civil society to safeguard their own homeland. However, the general impression of the traditional Hakka people is definitely not leading rebellion protesters, but righteous people to assist the rulers pacify insurgencies. Is such a characteristic sufficient to defend their community and the environment? Based on a number of historical records, we found that the Hakka was not absent from the contemporary social movements. In fact, Hakka people not only participate in many crucial social movements in Taiwan, but also play an important role in practicing the ideal of environmental justice. Hakka people rose to defend their homeland, launching several major environmental movements in the north and south of Taiwan, except to keep Hakka community and culture safe and sound, but also to establish a role model of environmental citizenship. Proceeding of the preliminary research findings in Meinong anti-dam movement, this two-year project will be focus on the Hakka environmental movement in Taiwan, and continues the in-depth study of the sustainable development of the Hakka in the environmental justice perspectives. The main purpose is twofold: first, based upon my research outcome of the Meinong anti-dam movement, then, extend to investigate which traditional Hakka communities are being threatened by the pollution and degradation? What are the causes of the environmental degradation? Secondly, extend to explore the controversial event of Incinerator Ash Facility Siting in Hengsan, a Hakka township of Hsinchu County, and apply the principle of environmental justice to analysis those successful factors of this Hakka environmental movement. The outcome of this research project will establish the history of the Hakka environmental movement, and provide the experiences for the Hakka communities which are facing the threat of environmental exploitation and destruction, and deepen the connotation of the study of Hakka.  ;研究期間：10501 ~ 10511
