    Abstract: The Logistics Service Provider (LSP) industries are undergoing radical change. Not long ago, LSP was understood to be responsible for the delivery of goods from producer to customer. Nowadays, however, the emphasis is much more on the organization and management of the entire logistics supply chain between producers, manufacturing, warehouses, distributors and the end-customers of subsequent stages. Due to the complexity and size of service coverage of LSP industries is increasing, and to integrate the whole logistics operations and meet a great variety of customer requirements, a LSP has to fully utilize a sound information system that facilitates the transmission and processing of data as well as supporting decision-making regarding strategy, tactics and real-time operations. According to the dramatic growth of the application of Business Process Methodologies to develop Information System. Our purpose of this research is to develop a Process-Oriented Methodology for Designing the Information System of Express Logistics Provider (POM_LSIS). In brief, this system is adopted Systems Life Cycle Design (SDLC) methodologies in the software specification and creation processes. And we apply Software Quality Function Deployment method (SQFD) and Business Process Management (BPM) techniques, including Enterprise Ontology and Unified Modeling Language (UML), to define system requirements and specifications. Our proposed can provide the functions as follows: (1) Integrating physical logistics process and information system process to improve efficiency. (2) Containing the capacity to be flexible in order to meet the needs of both system users and customers. (3) Reducing the cycle time from preparation to go live.
