Abstract:	國防發展與國家建設猶是天枰的兩端，而傾斜於任何一端都無助於國力的成長，因此，就從事國防軍事投資建案作業人員而言，必須持續撿討與精進武器投資作業方式，絕不浪費國家資源在不必要武器採購上，故本研究針對決策者所關心的最小軍事投資建案預算獲得風險、投資建案最大作戰與經濟效益等多重且衝突的目標，提出採多目標數學規劃法結合投資組合、武器裝備戰鬥價值等效法與武器裝備更新策略等理論之軍事投資決策模式，期改善現行「人為協商」之建案規劃作業模式，並提供最適之軍事投資建案組合決策建議。研究結果顯示，現行以追求最大作戰效益之建案作業模式，若能調整為以經濟效益最大為優先目標，則整體建案效益將顯著提升；且研究結果亦證明，若僅對單一武器裝備類別投入大量資源，其整體建案效益不佳，相反地，若能審慎與兼顧地平均分配各項武器類別資源，則預算獲得風險最小且整體建案效益才是最佳，換言之，平衡發展各項武力才是國家整體國防武力增進之關鍵。 The development of national defense and national construction are the ends of checker. Any bias would be helpless on the development of national capability. Therefore, as far as the staffs working for the military investment of national defense, it is necessary to carry on examining and improving the operation mode of weapon procurement; furthermore, to avoid wasting the national resources on purchasing unnecessary weapons. As a result, this study concentrates on the minimum risk of defense budget acquisition and the maximum warfare and economic effectiveness goals. Moreover, the research presents the model of military investment decision adopting multiple objective programming, the investment portfolio theory, the measurement way of weapon battle value and the weapon update strategy which improves the operation mode of construction planning of contrived compromise as well as provides the best decision suggestion on the combination of weapon procurement. The research conclusion reveals that economic effectiveness orientation, in stead of operational effectiveness orientation, will achieve integrated project-creating effectiveness. Meanwhile, it also reveals that allocating the whole defense budget into single weapon equipment has achieved less integrated project-creating effectiveness than that of allocating reasonably the whole defense budget into different kinds of weapon equipments. In a word, allocating reasonably the limited defense budget into different kinds of weapon equipments will be the critical key-point to improve our integrate defense capability.
