    Abstract: 隨著經濟的發展,民眾生活水準的提高,道路功能亦需提昇至便利、舒適的功能;『路平』是道路工程規劃、設計、施工、道路挖掘管制、道路管理維護策略的成效展現,而組織編制、養護經費、養護計畫係道路管理維護三要素,本研究蒐集國內相關道路管理法規,探討國內道路管理維護架構及權責分工,並導入ISO以顧客為導向、以民眾觀點思考的觀念,探討目前執行面所遭遇的問題,研提相關精進策略。 國際糙度指標IRI值為道路平坦度的國際通用的指標,本研究以IRI值為道路改善指標,除可為道路養護機關共通的標準,亦可與國際接軌;另目前台灣地區共同管道未普及,管線單位之人手孔對道路平坦度有相當大的影響,思考改變一般道路施工方式及人手孔調整方式,並以IRI改善值分析比較道路平坦度改善成效,提供較佳工法做為道路施工養護工法的參考,以提昇道路平坦度,達到『路平、街道美、交通暢』。 With the booming of economy and the advance of people’s daily life, the functions of the roadway must also be promoted to a higher level of convenience and comfort. While the organization, budget and plan of maintenance are the three important factors of roadway management, “smooth road” serves as the final result from the collaboration of scheme, design, construction, digging control and maintenance strategy of roadway engineering. This research studies relevant codes, investigates maintenance structure and probes relative jurisdiction liability of roadway management. The problems encountered recently were discussed and problem solving strategies were proposed based on the customer-oriented essence of ISO. International roughness index (IRI) is an international standard used to evaluate the smoothness of roads. The author utilized IRI as a roadway improvement index in this research due to its compatibility to international codes. This index also serves a common standard among maintenance facilities. Currently Taiwan does not have a well-organized underground pipeline system. Our roadway smoothness also suffers greatly when the problem of irregular manhole locations is present. Therefore this research investigates current road construction methods and an efficient manhole location map. This study also proposes IRI as an evaluation tool for roadway smoothness and guideline for future maintenance. Hopefully it will help achieve the final goal of smooth and elegant roads, streets and traffic.
