    Abstract: 世界經濟論壇(World Economic Forum, WEF) 2009-2010年全球競爭力報告,台灣已進入「創新驅動」發展階段。台灣產業研究發展機構須發展出獨特之競爭優勢,來加強對產業界之服務並進而增加產業國際競爭力,帶領產業界進入「創新驅動」時代。 工業技術研究院已成立36年,面對台灣製造王國之轉型,首先要調整自身角色,重新定位為「產業創新的開路先鋒」。在配合未來大環境趨勢,訂定新的策略方向,並著重於專利與創新,且已有很好之成果。工業技術研究院近年來,積極加強前瞻創新研發,已有多項耀眼技術榮獲國際大獎肯定,包括美國R&D 100的2008年「On-Chip AC LED」與2009年「高安全性鋰電池STOBA材料」、華爾街日報2009年科技創新獎「超薄音響喇叭」等。更在2009年獲得387件美國專利,在研發機構全球排名第一位。工業技術研究院正為台灣產業開創下一波的新商機。 研究者採用「感受利益」模式,經由問卷調查,及檢視本身資源與能力,重新設計服務產品組合特徵並提高感受利益或降低成本的行動方案,以改善並建立長期競爭優勢。藉由「策略矩陣分析」模式,探討個案公司透過一聯串之價值鏈,整合資源、創造價值,以滿足客戶,以實際個案將實務與理論結合,印證競爭優勢。According to the World Economic Forum (WEF 2009-2010 the global competitiveness report), Taiwan’s development has entered the "innovation driven" stage. Industrial research institutes have to develop a unique competitive advantage to strengthen the service for the industry and furthermore, to increase the international competitiveness of industry. Then they can lead the industry into the “innovation driven” era. Facing the transformation of Taiwan – the manufacturing kingdom, Industrial Technology Research Institute (ITRI) which has been set up for 36 years needs to adjust its´ own role and relocate itself as the pioneer of industry innovation at first. It already has a great outcome in operating in coordination with future environment trends, in establishing new strategic direction and in focusing on patents and innovation. In recent years, ITRI strengthened research of prospective innovation actively and won many international awards, such as “On chip AC-LED” in 2008 and “High safety STOBA lithium battery material” in 2009 from R & D 100 Award. Also the FleXpeaker, a paper-thin flexible speaker got the 2009 Wall Street Journal Technology Innovation Award. Furthermore, it has 387 US patents in 2009 which is the top of research institutes around the world. ITRI is starting next wave of new business opportunities. In this report, customer benefits mode was used and questionnaires were conducted, the resource and capabilities of ITRI was reviewed and not only services portfolio characteristics was redesigned but also action plan of increasing feelings of interest or reducing the cost were carried out in order to establish long-term competitive advantage. On the other hand, by using Strategic Matrix analysis mode to study how companies consolidate resources and create value chain for the sake of fulfilling the goal of satisfying customers, using practical cases to combine reality and theory and proving the competitive advantage.
