    Abstract: 台灣公路密度已漸趨飽和,未來道路建設方向將從新建重於養護,轉為養護重於新建。鋪面常會因為所在的自然環境如交通量或氣溫、雨量之變化等,種種因素而產生如裂縫、人手孔、冒油、車轍與坑洞等破壞。未來道路建設及養護方向將由快速施工擴大建設,變為審慎規劃永續經營為目標。本研究檢視國內道路主關機管所建置的道路相關管理系統,同一單位常有數個道路相關管理系統,且資訊無法直接應用及整合,有鑑於此,本研究之目的在於發展全國性的鋪面管理系統整合平台,以雲端運算的概念整合路網層級與專案層級之各級道路主管機關所建置道路相關管理系統,進行動態評量區塊劃分機制的研發,自動建置成固定網路服務之私有雲,再由私有雲進行於台灣鋪面管理系統平台進行運算分析。所有評量或資料均將派置於各區塊之中,各區塊再依其屬性,標定不同等級,並以GIS圖層來顯示,並於平台中進行多圖層疊加等進行系統多元化分析,未來一般民眾或管理機關在網路上點選所要查詢之路段,就能一目了然,很快的掌握鋪面的狀況,使台灣鋪面管理得以有一共同平台,此平台將以服務績效評量為主,並藉此平台儲存未來各年度全國鋪面管理的相關數據。Taiwan is a mountainous country. The density of highway in Taiwan gradually approaches to become saturated. The pavement conditions continue deteriorating due to heavy traffic volume, temperature variation, and intensive rainfall which cause cracking, bleeding, rutting, and potholes on pavements. From now on, the road policy should change from new construction to maintenance and management. In the future, road development should emphasize sustainable planning and management, instead of rapid construction. In Taiwan, the related pavement management systems implemented in a single highway authority often have varioussystem architechtures. Besides, pavement management dataare often not integrated and therefore cannot be directly applied to each system. Due to these challenges in Taiwan, this study aims at developing an integrated national pavement management system (NPMS) platformThis study uses the concept of cloud computing to integrate network-level and project-level pavement management systems which are already implemented in different authorities. Meanwhile, this study develop a “dynamic segmentation” function for pavement evaluation; which is able to automatically generate a private cloud system at a fixed- networking service and then analyze the data through “grid calculation” in this NPMS platform.All pavement evaluation information is assigned into each segment or block, then following their attribute or property to generate a grading system, and displayed on different GIS layers. The GIS layers process the multi-layer and multi purpose analysis in this NPMS platform. In the future, the public and road authorities will clearly understand the pavement conditions while they click the pavement section from the Internet. This integrated platform serves as a common platform in Taiwan for pavement management. In addition, this platform has performance evaluation function, which stores all relevant data of pavement management in Taiwan.
