    Title: 以預防性養護導入市區道路巡查維護作業之初擬-以臺北市為例;Apply Preventive Maintenance to Urban Road Inspection and Maintenance Operations - A Case Study in Taipei

    Abstract: 隨著臺灣市區道路路網發展成熟,各道路主管機關面臨龐大的道路養護面積與養護經費等問題,如何在有限資源達到最大的養護成效,成為一項重要的議題。以臺北市為例,其現行巡查維護作業中缺乏一套客觀的破壞查報標準,且過去道路養護作業係待鋪面破壞至一定程度時,再採取方正銑鋪或局部刨鋪方式進行缺失改善,容易導致道路結構破壞、路面不平整以及重複刨鋪之環境汙染與經費浪費等問題。因此,本研究將試驗道路北側導入預防性養護觀點進行破壞查報及維護作業,即鋪面破壞初期便進行缺失改善,同時採用新式修補材料與工法以及封層工法等進行鋪面修復,避免方正銑鋪破壞道路結構以及重複刨鋪耗費經費等問題,達到及早預防鋪面缺失之目標,相較於試驗道路南側維持現行巡查維護作業,試驗道路北側之養護方式在維持或改善PCI值及IRI值較具有成效。此外,本研究亦針對試驗道路北側剝脫路段,分別採用噴霧封層及稀漿封層進行養護,藉由現地追蹤檢測得知,不管是噴霧封層或稀漿封層針對剝脫破壞皆具有良好養護成效,其鋪設完工後至少9個月內皆未有剝脫或細微裂縫等破壞產生。最後本研究根據交通部國道高速公路局「高速公路養護手冊」定義之各項輕級或中級破壞作為修復判定標準之建議,彙整新式修補材料與工法以及封層工法的應用與成效,提出以預防性養護導入市區道路巡查維護作業之策略初擬,期許提供相關道路主管機關改善現行巡查制度及鋪面養護之參考。;As the network in urban roads of Taiwan has been well-developed, the administrations face difficulties of the huge maintenance funding. How to achieve the maximum maintenance effect with limited resources has become an important topic. In the case of Taipei city, the inspection and maintenance operations are lacked of objective criteria for distress rating. In the past, the pavement distress was repaired by milling and maintenance treatment. It’s lead to the destruction of the road structure easily, even cause environmental pollution and waste of funds. The preventive maintenance was adopted to the inspection and maintenance operations in this research. Also, use the repair materials and seal treatment instead of rehabilitation treatment to achieve the timely maintenance and preservation activities. Compared with the currently inspection and maintenance operations, applied preventive maintenance to the inspection and maintenance operations is more effective improvement in PCI and IRI value. In addition, fog seal and slurry seal are selected to evaluate assessment of field application and their performance, such as BPN and MPD. By short term performance results, we know that the fog seal and slurry seal both have improved the stripping distress at least 9 months. According to the result of the repair materials and seal treatment results and the preventive maintenance is helpful for urban road service quality. Based on above, the research proposed a preventive maintenance strategic for Taipei City Hall to the inspection and maintenance operations in urban road system.
