摘要 為減少車流延滯、提升行車效率及達到使用者付費的公平原則,故政府逐步推動高速公路全線電子收費系統之建設工作,交通部高速公路局於民國92年8月中旬公告招標,預計於民國94年底,高速公路便開始實施電子收費。 由於電子收費系統無論如何精確,不可避免一定有誤差存在,且根據計次收費與計程收費兩種不同型態,誤差也會隨之不同。本研究即研擬適合國道一號高速公路的各種電子收費模式,以通行費總成本面著手尋找測試效果最佳的一項,因為交通部公佈之招標說明書內明訂有計次收費與計程收費兩種收費準確率於最高誤差範圍的規定,而此,本研究即根據此誤差標準,藉著模擬各電子收費模式收費方式,求取各電子收費模式因誤差所導致的誤差損失成本,再結合各模式設置成本的考量,評估最佳模式,最後利用敏感度分析,評估不確定狀況下的影響,以作為日後規劃者與政府相關部門的決策參考。 Abstract To reduce vehicle flow, promote efficiency of driving and come to fairly pays expenses, the government build Electronic Toll Collection ( ETC ) on the whole line of freeway step by step. The Ministry of Transportation and Communications (MOTC ) has bulletined and invited public bidding since 2003 and expect to carry out ETC on 2005. Regardless of ETC system has high correctness, it still exists a little inaccuracy. Furthermore, following the kinds of different collections, the inaccuracy will differently. This thesis designs different ETC to suit Taiwan’s freeway, and using the side of cost to select the best one. Because the proclamation from MOTC agree on scope of inaccuracy, this thesis by way to simulate all kinds of ETC and find the cost. Besides, this thesis adds the cost of construction to estimate the best ETC formula. Finally, there are several important levels of problems that require solutions to the model sensitivity problem.
