    Abstract: 隨著都市化進程的加速,停車問題已成為許多城市發展中的重大挑戰。為應對日益嚴重的停車需求與空間不足的矛盾,政府在「前瞻基礎建設計畫」中提出了一系列改善停車問題的措施。透過分析公路局北區養護工程分局轄內基隆市、臺北市、新北市、桃園市、新竹市、新竹縣、金門縣、連江縣等八縣市的停車場建設與營運成效,研究顯示截至 113年,已完成停車場89件,新增大型車66格、小型車24,852格、機車10,325格,使用率普遍達 70%以上。儘管前瞻計畫取得一定成效,仍面臨營運整合及市民習慣等挑戰。本研究提出優化補助政策與提升智慧停車技術應用等建議,期望能在促進交通流暢與提升居民生活品質之間找到最佳平衡。;With the accelerated pace of urbanization, parking issues have become a major challenge in the development of many cities. To address the growing demand for parking and the shortage of space, the government proposed a series of measures under the
    "Forward-looking Infrastructure Program" to improve parking problems. By analyzing the construction and operational performance of parking facilities in eight counties and cities under the jurisdiction of the Northern Region Maintenance Engineering Office of the Directorate General of Highways—Keelung City, Taipei City, New Taipei City, Taoyuan City, Hsinchu City, Hsinchu County, Kinmen County, and Lienchiang County—the study reveals that as of 2024, 89 parking facilities have been completed, providing 66 large vehicle spaces, 24,852 small vehicle spaces, and 10,325 motorcycle spaces, with an average usage rate exceeding 70%. Although the Forward-looking Program has achieved certain results, challenges remain in operational integration and public adaptation. This study proposes optimizing subsidy policies and enhancing the application of smart parking technologies to strike a balance between smoother traffic flow and improved quality of life for residents.
