桃園市為國家重要產業發展基地,為活化低度利用土地並提升土地運用效能,桃園市政府推動仁美重劃區市地重劃計畫。本研究以仁美重劃區為個案,探討重劃區公有設施施工履約管理績效。 研究方法採用歸納分析法,從都市計畫變更、工程履約管理兩大面向進行分析。首先分析仁美重劃區從電信專用區轉型為產業園區的規劃過程和效益;其次探討桃園市政府金品獎評選制度對提升工程品質的影響;最後評估行政院公共工程委員會履約情形計分制度在施工管理上的應用成效。 研究結果顯示,仁美重劃區成功轉型為產業園區,總面積33.97公頃,其中產業專用區面積達30.07公頃(占88.5%)。在基礎設施規劃方面,採用系統化思維,包含道路系統、排水系統、五大管線系統及公共設施與綠化空間的整體配置。土地標售率達100%且溢價率20.3%,實際標售金額15.4億元較底價增加2.6億元,顯示物流產業具高度用地需求。此外,重劃後地價最高上漲31.94%,區域價格分區由原本零散的十二個整合為三個系統性分區,展現土地價值提升效益。 在工程履約管理方面,仁美重劃區工程提前完工,施工查核平均成績達84分,履約情形計分達92.5分(遠高於業界頂標83.3分),並榮獲桃園市政府第八屆金品獎佳作。研究發現金品獎及履約情形計分等獎勵榮譽制度,能有效提升廠商施工品質及自主管理能力。在工程安全管理上,805天施工期間無重大職災事故發生,充分展現工程團隊的專業素養。 本研究建議履約計分制度未來可採用分級機制進行統計分析,以強化履約情形計分制度的公平性。小額標案因工期較短,部分計分項目難以因時間因素達到滿分,造成專注於小額標案的營造廠商相對弱勢。建議將計分結果依100萬-1000萬、1000萬-5000萬、5000萬-2億、2億以上等金額級距進行分級評估。同時建議擴大工程履歷查詢範圍,將地方政府獎項、個人獎項等納入參考,以強化優質廠商選擇機制。研究成果可供各公部門在推動類似重劃區開發時參考,以提升公共工程品質及效能。 ;Taoyuan City serves as a critical industrial development hub in Taiwan. To revitalize underutilized land and enhance land-use efficiency, the Taoyuan City Government initiated the Renmei Rezoning Project. This study uses Renmei Rezoning as a case to investigate the performance of public facility construction contract management within the redevelopment area.
The research adopts the inductive analysis method, examining the project from three dimensions: urban planning transformation, construction contract management, and system implementation. First, the study analyzes the process and benefits of Renmei Rezoning’s transformation from a telecommunications zone to an industrial park. Second, it explores the impact of Taoyuan City Government’s "Jinpins Award" evaluation system on improving construction quality. Lastly, it assesses the effectiveness of the Public Construction Commission’s performance scoring system in construction management.
The results show that the Renmei Rezoning Project successfully transitioned into an industrial park, achieving a 100% land auction rate and a premium rate of 20.3%, indicating strong land demand from the logistics industry. In terms of contract management, contractor performance was excellent, with an average construction inspection score of 84 and a performance scoring result of 92.5. The project also earned Honorable Mention in the 8th Jinpins Award hosted by the Taoyuan City Government. The study found that incentive and honor systems, such as the Jinpins Award and performance scoring, effectively improve construction quality and contractors′ self-management capabilities.
The study recommends enhancing the fairness of the performance scoring system through a graded mechanism and statistical analysis. Furthermore, expanding the scope of project records, including local government awards and individual honors, can strengthen the contractor selection mechanism. The findings can serve as a reference for public agencies in promoting similar rezoning projects to enhance public construction quality and efficiency.
