    摘要: 消防分隊勤務種類繁多且全年無休,然而,長時間駐地待命的輪班模式也導致消防人員工時過長的問題,隨著「釋字第785號解釋」的發布,各消防機關紛紛對既有勤休制度進行修訂,以減輕消防人員工作負荷並重視休息需求。另外,過往各消防分隊多使用人工方式編排每日班表,但此作業模式不僅耗費大量時間,且難以顧及公平性,致使部分人員長期累積過多且不平等的工作負荷,也影響到勤務執行成果。
    為考量日常工作負荷與適當休息需求,尋求現行制度下最佳化人力排班規劃模式,本研究以消防分隊勤務規劃為研究範圍,以勤務規範、設定勤務加權值、休息時間作為條件設定,使用整數規劃方法建構模型,採用LINGO 20.0軟體進行電腦運算出最佳化人力排班規劃成果,與人工排班結果進行比較,其成果不僅提升消防分隊勤務執行公平性,更是大幅縮減排班所需的時間成本;此外,配合實務運作需求進行方案分析及敏感度分析,成果可供消防機關未來在人員配置及排班規劃上參考。;Firefighting units handle a wide variety of tasks and operate year-round without breaks. However, the shift system, which requires personnel to remain on standby for extended periods, has led to excessively long working hours for firefighters. Following the release of "Interpretation No. 785," firefighting agencies have been revising their existing duty and rest systems to reduce firefighters′ workload and emphasize the importance of rest. Additionally, many firefighting units previously relied on manual scheduling for daily shifts, a process that was not only time-consuming but also lacked fairness. This resulted in some personnel accumulating an excessive and unequal workload over time, ultimately affecting operational efficiency.
    To address daily workload concerns and ensure adequate rest while optimizing manpower scheduling within the current system, this study focuses on duty planning for firefighting units. It establishes constraints based on duty regulations, weighted shift assignments, and rest periods. Using integer programming, a model is developed and computed with LINGO 20.0 software to generate optimized workforce scheduling results, which are then compared to manual scheduling outcomes. The results demonstrate not only improved fairness in duty execution but also a significant reduction in time costs associated with shift scheduling. Furthermore, scenario analysis and sensitivity analysis are conducted to align with practical operational needs, providing valuable insights for firefighting agencies in future personnel allocation and scheduling strategies.
