    摘要: 由過往針對火災的研究可知,場所若依規定設置消防設備,能夠於火災初期及早偵測並防止火勢擴大,接著透過平時的防火管理訓練,員工使用滅火器、室內消防栓等滅火設備進行初期滅火工作並通知人員逃生,如此一來能夠使火災帶來的生命及財產損失降到最低。因此為確保場所落實火災預防的工作,消防機關會派人員定期對各類型供公眾使用之場所執行消防安全檢查,以達保護民眾生命及財產安全之目的;然而隨著消防人員對於自身權益的重視,政府開始審視消防人員勤休制度的問題,要求各地消防機關應重新檢討舊有的勤務規範。
    本研究針對類機關化勤務制度下消防安全檢查人力指派最佳化,希望透過既有的人力、場所數量及勤務規定等限制進行研究並以整數規劃建構一套最佳化數學模式,搭配LINGO 20.0軟體運算,匯出最佳化人力指派結果至Microsoft Excel試算表,並和人工排班方式比較,其結果不僅大幅縮短編排人力之時間,更減少各安檢人員在執行勤務上檢查時數之差異;此外,透過敏感度分析,找出對目標函數最具影響性的因素,達提升公平、效率之目的,期能提供決策者對未來人員配置的評估與參考。
    ;Based on past research of fires, it is evident that fires can be detected early in their initial stages and prevent the rapid spread of flames if place installing fire protection equipment in accordance with regulations. Next, through regular fire safety management training, employees can use fire equipment such as fire extinguishers and indoor hydrants to put out the fire in its early stages and alert other people to evacuate, thereby minimizing the loss of life and property caused by the fire. To ensure the effective implementation of fire prevention measures, fire departments dispatch personnel to conduct regular fire safety inspections at various public venues. This aims to protect the lives and property of citizens. However, as firefighters become more aware of their own rights, the government has begun to value the issues regarding firefighters′ work-rest schedules. It has called on local fire departments to review and revise outdated duty regulations.
    To optimize the manpower assignment for fire safety inspections under quasi-organizational system, this study aims to develop an optimal mathematical model using integer programming through the existing constraints such as available manpower, the number of locations, and duty regulations. The LINGO 20.0 software is used to compute and output the optimized manpower assignment results into Microsoft Excel spreadsheets, The results which are compared with manual scheduling methods not only significantly reduce the time required for manpower scheduling but also minimize discrepancies in the inspection hours among the safety inspection personnel during the execution of safety inspection duties. Additionally, through sensitivity analysis, factors with the greatest impact on the objective function are identified, aiming to enhance fairness and efficiency. This study hopes to provide decision-makers with an evaluation and reference for future personnel allocation.
