    Title: 工程專案監造人力短缺之因應對策研究;Research on Countermeasures for Addressing Manpower Shortages in Engineering Project Supervision

    Abstract: 營建業長期面臨人力短缺問題,影響政府公共工程及民間建設。監造作為公共工程品管的重要一環,也受到人力短缺影響。本研究旨在以工程專案為主軸,探討監造人力短缺問題的成因及提出因應對策。本研究透過文獻回顧建立了3項路徑假設,並利用結構方程式模型(SEM)進行路徑分析。本研究前測問卷的題項數為21題,分爲3個構面;正式問卷階段的題項數為21題。前測問卷之有效回收數為32份;正式問卷之有效回收數則為213份。本研究透過SEM驗證了其中2條路徑是成立的,分別為:人口面對教育面(H1)及人口面對工程供給面(H3)皆呈現正相關。在確認路徑結果後,利用其結果的18個因子進行因子平均數排序,其關鍵因子分別為:高房價與生活成本、薪資成長緩慢、綜合素質要求、婚姻觀念改變、監造工程師需具有一定年資之工程經驗,養成不易。本研究給出「工程專案監造人力短缺之因應對策」架構作為政府機關、用人機構(台灣從事監造工作之工程顧問公司或建築師事務所)調整政策之參考依據。;The construction industry has long faced labor shortages, affecting both public infrastructure projects and private sector developments. Construction supervision, a critical component of quality control in public projects, has also been impacted by this shortage. This study focuses on engineering projects to explore the causes of the labor shortage in supervision and propose solutions. Through a literature review, three pathway hypotheses were established and tested using a structural equation modeling (SEM) approach. The pilot questionnaire consisted of 21 items across three dimensions, and the formal questionnaire retained the same structure. The pilot survey collected 32 valid responses, while the formal survey yielded 213 valid responses. SEM analysis validated two pathways: (1) the relationship between demographic factors and education (H1) and (2) the relationship between demographic factors and engineering supply (H3), both showing positive correlations. Based on the validated pathways, 18 factors were analyzed and ranked by their mean scores. Key factors included high housing prices and living costs, slow wage growth, comprehensive skill requirements, changes in marital perceptions, and the difficulty of cultivating supervisory engineers due to the need for extensive engineering experience. This study proposes a framework for addressing the labor shortage in construction supervision as a reference for policy adjustments by government agencies and employers, such as engineering consulting firms or architectural firms in Taiwan.
