| 摘要: | 本文以「桃園市道路挖掘會驗接管制度之精進作為」為題,探討道路挖 掘修復完成後之會驗接管作業如何影響道路修復品質,與後續道路使用安 全,並以制度與實務運作角度,分析會驗接管在道路管理體系中所扮演之關 鍵角色。 為因應道路挖掘案件量龐大及主管機關人力有限之現實需求,桃園市 現行會驗接管制度採委外方式辦理。然而,委外執行亦可能面臨查驗標準理 解不一、作業認定差異、品質控管層級不足等風險,使修復缺失重複發生, 影響制度公信力與道路修復品質。因此,如何透過完善的管理機制,確保委 外查驗作業具備一致性、可追溯性與適當監督,成為現行會驗接管制度中亟 需正視之課題。本研究即在此背景下,探討會驗接管制度之運作現況與管理 重點。 基於制度分析與缺失資料整理結果,本文提出以標準化作業流程為核 心之精進方向,包含明確化查驗項目與量測方式、強化品質管理層級與執行 機制,並作為未來制度調整與法規修正之參考。期望藉由制度精進,降低道 路修復缺失發生率,提升道路修復品質與耐久性,進而強化道路管理效能與 公共安全。;This paper, titled " Improvement Strategies for the Road Inspection and Handover System in Taoyuan City" , examines how the inspection and handover process following road excavation and restoration affects pavement repair quality and subsequent road safety. From institutional and practical perspectives, the study analyzes the role of the inspection and handover mechanism within the road management system. To address the large volume of road excavation cases and the limited manpower of the competent authority, Taoyuan City currently adopts an outsourced inspection model for inspection and handover operations. However, outsourcing may involve potential challenges, including inconsistent interpretation of inspection standards, discrepancies in judgment, and insufficient layers of quality control, which may result in recurring restoration defects and adversely affect both pavement quality and institutional credibility. Accordingly, establishing an effective management framework to ensure consistency, traceability, and appropriate supervision of outsourced inspections has become an important issue. Against this background, this study investigates the operational status and management focus of the existing inspection and handover system. Based on institutional analysis and a review of inspection defect records, this study proposes improvement strategies centered on the standardization of operational procedures. These strategies include clarifying inspection items and measurement methods, strengthening the hierarchy and implementation of quality management mechanisms, and providing references for future institutional adjustments and regulatory amendments. Through these measures, the study aims to reduce the occurrence of pavement restoration defects, enhance the quality and durability of road repairs, and ultimately improve road management performance and public safety. |
