dc.description.abstract | According to the data furnished by the Central Geological Survey [41], the
section 37k+400~39k+100 along northbound Freeway No. 1 belongs to the Highly
Sensitive Area of Rock Scrap Collapse and Slip, whereas, the section at
37k+600~37k+800 is part of the Mudslide Distribution Area. These two sections will
pose a direct threat to the stability of the freeway and should not be disturbed. Further,
a general Environment Assessment Commitment [40] also recommended that if the
geological construction of the bridge through which the road passes is part of an
unstable section (fault, earthquake and geological disaster area), then the alignment
should be adjusted and a detour created. Under the principle of not erecting piers
along the riverbed and in accordance with the pier-erecting requirements, an alternate
exchange of the plain position will be implemented for the northbound and
southbound lines. In this way, the problem of new land acquisition and building
relocation can be avoided. As such, it will be planned as a single-column elevated
bridge comprising double-layer traffic lanes and will become a unique feature of the
Wuyang Elevated Section.
This research is focused on the construction of a large-eccentric
single-column/double-layer elevated bridge at the Taishan-Linkou Section of
Freeway No. 1 Wugu-Yangmei Section Widening Project C903. Proportional
analysis was conducted for identifying the compliance of the following eight
indicators during the indicator construction stage of the sustainable public work, i.e.
safety, creativity, culture, durability, waste reduction, energy conservation,
eco-system and efficiency. After analysis, as shown by the entire bridge lift cycle
stages and public work indicator evaluation result, it is learned that the applicability

and evaluation result for the feasibility stage is rated 100%; the conformity for the
planning, design and construction stages, 86%; and the conformity for the service and
maintenance stage, 92%.
When analyzing the breakdown work at critical construction paths, the result
indicated that the conformity of the steel trestle platform is rated 82%; that of the
retaining wall method, 77%; that for the applicability of SCC material, 100%; that of
pier type, 66%; that of steel girder, 90%; that of full-span lifting, 87%, that of
pavement material, 72%; that of the infrastructure, 92%; and that of the superstructure,
93%. As a whole, the result meets the spirit of sustainable public works. The
evaluation result of the aforesaid thirteen indicators presents a positive trend in
promoting the sustainable operation of the large-eccentric single-column/double-layer
