This research is to study the partnership relationship among the public, private sectors, and the collaboration of the consulting team and the commercial district during the course of transformation for the traditional local Hakka commercial district. The study during the course of updating and renewal of the Hakka commercial district, the kind of role and function played by the public sectors, the local non-profit organization, academic unit, and the individual store of the commercial district, and what are the mutual interaction among these four sectors? Through reading on the related literary studies to understand the course of development of the commercial districts within Taiwan and the key factors for the success of operation by the commercial districts. The study attempt to illustrate the partnership collaboration system of the public and private sector during the course of update and renewal of the commercial districts. Finally, to assist the study on the mutual inspection of the in-depth interview of the individual case, hopefully to further search for the nature and strategy of collaboration, and to provide Hakka commercial district during the course of transformation, with suggestion for the assisting relationship of the public and private sectors. The research result shows, that the major key factor for the success of transformation by the Long Yuan Gong Hakka Commercial District, lies on the cooperation among the cognitive gap between the public and private sectors. The only way is by putting aside the difference in opinions of the public and private sectors, to strengthen in communication and negotiation, in order to benefit the transformation by the Hakka commercial districts. Therefore, to further study from the angle of update and renewal of the commercial district promoted by the public and private sectors that is meaningful, and with anticipation that this kind of interaction between the public and private sectors. It can become a better way of promoting the transformation and renewal of the Hakka commercial districts.
