dc.description.abstract | The policy instruments of incentives for Certification of Hakka Language Proficiency held by the Council for Hakka Affairs can be divided into decree type, monetary incentive type, information empowerment type, and ideological type. This paper aims to explore the effective policy instruments that can be adopted to strengthen the intention of civil servants in administrative organs to take Hakka language proficiency test. and achieve the policy goal of improving Hakka service quality. Civil servants in administrative o incentives for Certification of Hakka Language Proficiency rgans with Hakka proficiency were selected as the subjects by purposive sampling. The qualitative research methods were used, including literature review and in-depth interview. Based on the results, specific suggestions were proposed for reference of the Council for Hakka Affairs in planning Hakka language proficiency certification. The findings are as follows: 1) among the policy instruments of incentives for Certification of Hakka Language Proficiency, “decree type” is the most important, which triggers the highest motivation to take the test; the “monetary incentive type” is the least important, which leads to the lowest motivation; 2) the advertising for the certification test is widespread; 3) the proportion of registration for the certification test is relatively low.
Based on the results, the following suggestions are proposed: 1) expand the scope of applicable subjects of incentives to all civil servants; 2) promote the decree type instrument, mandating those with certificates in Hakka language proficiency can be appointed, promoted, assigned, or transferred, and be entitled priority for special duties or positions; 3) promote the monetary incentives of returning the registration fee and increasing the incentives amount; 4) promote the information empowerment instrument of media publicity, lifelong learning, and online learning for civil servants; 5) promote the ideological instrument of holding Hakka activities and parent-child activities, and public awarding ceremonies; 6) advocate through government agencies; 7) offer Hakka language courses and certification prep classes; 8) include Hakka language proficiency as a criterion for the “Administration of Hakka Affairs” category of the qualification exam of civil servants; 9) Hakka language proficiency certificate is required for the civil servant position. | en_US |
