dc.description.abstract | As of January 1, 2024, the State-owned Taiwan Railway Co., Ltd. (hereinafter “TRC”) was officially restructured, including implementation of a new safety management system (hereinafter “SMS”). This action not only served as a demonstration of the organization’s commitment to safety, but also indicates the need to gradually and effectively overhaul the TRC’s safety management organizational culture, while still ensuring organizational profitability.
This study draws on the experience of the West Japan Railway Company (hereinafter “JRW”) in terms of its long-term safety management system implementation and other third-parties, and posits that the ranking and weighting of key SMS items have important research and practice implications for the promotion of safety culture and improving safety performance. Therefore, starting in 2023, the Taiwan Railway Administration (hereinafter “TRA”) began promoting the third phase of its SMS implementation as a matrix for in-depth research and analysis in three stages.
