| dc.description.abstract | 現行大多數的工程主辦機關在辦理工程發包時，礙於人力、經驗等因素，大多以委託工程技術顧問廠商方式辦理。目前政府採購法技術服務廠商評選辦法，其評審項目及發包分類策略皆為大方向、原則性之方法及規範，經常無法公平客觀的遴選出合適之技術服務廠商。本研究將以現行法規為基點，藉由文獻回顧、國內評選案例分析探討之方式，以桃園市區公所開口契約為例，探討評選開口契約技術服務廠商之評審項目與權重之關聯性，經由權重了解評分項目之相對重要性，可提供業界評選參考之依據，另外對委託技術服務履約績及各類獎項對評選加分之分數及權重，希望往後開口契約辦理發包時盡以不同專業項目不同有相對之分類來辦理，技術服務承商因履約績效積極爭取相關獎項，藉以提升公共工程品質。 | zh_TW |
| dc.description.abstract | Most project sponsors, when dealing with project contracting, are constrained by manpower, experience, and other factors, and are handled by entrusting engineering technology consultants. At present, the selection methods of technical service manufacturers in the Government Procurement Law are all in principle and standard, and it is often impossible to select a suitable technical service provider fairly and objectively. This study will use the current regulations as the basis, through literature review and domestic selection case discussion, to discuss the evaluation items and weights of the selection of open contract technology service providers, to understand the relative importance of the scoring items through the weights, and to provide the basis for the industry selection reference To improve the quality of the project. | en_US |
