dc.description.abstract | There are many kinds of firefighting works. In recent years, due to
social needs and technological advances, the types and complexity of
places are ever-increasing, and it is relatively difficult for firefighters to
rescue when disasters occur. In order to solve the problem of limited
firefighting manpower, the fire bureaus of all city governments have
volunteer firefighters to assist the fire bureau sharing part of the
workload to reduce the burden of firefighters.Currently all mission
shifts are allocated manually, which consume more time and may
question the fairness of such arrangement, as uneven assignment can be
observed. In order to solve the problem of efficiency and fairness, the
development of scientific programming method may be a feasible
solution.
This study set volunteer firefighters’ service regulation as
limitation, adopting 0-1 interger programming method to build a
mathematical model. Use Lingo 17.0 software and Microsoft Excel to
generate solutions, then compare and analyze with traditional manual
scheduling model.The result shows that it can not only save time but
also shortened the duty hours between different occupations,which
greatly increase fairness.Through sensitivity analysis,we can
understand the impact and difference on the overall service hours when
different occupations’ number changing, then providing decision maker
an example for future schedule arrangement and recruitment of
manpower.
